DanChurchAid (DCA) invites applications for Head of Programmes (HoP) for our newly started Programme in Ukraine. The position is likely based in Lviv, Ukraine, but can change due to new contextual circumstances and it is non-accompanied.

DCA is establishing and strengthening our presence in Ukraine, and are therefore looking for an experienced HoP to manage a multi-sectoral humanitarian response built on multi-purpose cash, local partnerships and people-centered programming.

Your main responsibilities will be to develop the programme strategy and ensure that the assistance we provide is relevant, timely and strengthens locally-led action. Your focus will be to establish relevant partnerships, build synergies with other aid efforts and ensure that our programmes adapt to the changing environments.

You will be working closely with local partners and civil society organizations (CSOs) to reach populations in need and develop the resilience of conflict affected populations. We are therefore looking for candidates with experience in building local, respectful partnerships and ideally for candidates who are familiar with Ukrainian civil society.

The main duties relating to this position are as follows:

  • Build up the Ukraine country programme strategy with focus on flexibility, relevance and speed while staying in line with humanitarian and organisational principles.
  • Establish or strengthen relationships with current partners, local CSOs and other stakeholders
  • Participate in consolidating DCA’s presence in Ukraine and advise on partnerships and programmatic opportunities.
  • Coordinate with relevant humanitarian fora, international NGOs, UN agencies, donors, national and local authorities, and other stakeholders.
  • Support and oversee the development of strong Monitoring, Evaluation, Accountability and Learning systems
  • Take lead on fundraising activities. This includes project design and leading the development of project proposals, together with colleagues in Ukraine and HQ.

Applicants must have the following qualifications and experience:

  • Minimum 4 years of experience managing a programme portfolio
  • A well-developed humanitarian tool box with “can-do” experience in assessments, cash/markets programming, distributions, WASH, Shelter.
  • Clear understanding of the cluster system, with sector expertise particularly related to Cash.
  • Experience in a volatile and insecure context and the ability to keep a cool head under pressure. HEAT or similar training strongly desired as this is a pre-requisite for deployment to Ukraine.
  • Strong analytical skills with ability to plan, coordinate and lead processes that include multiple stakeholders and interests.

§ Fluency in written and spoken English is essential. Knowledge of Ukrainian/Russian would be advantageous.
