HR Officer

Purpose of the post
HR Officer provides support for staff administration within a delegation or sub-delegation. S/he provides HR services in line with the ICRC and the delegation’s policies and the applicable roles and regulations.
Main duties and responsibilities
- Participates in the recruitment & selection process, including drafting of job openings, reception of application, coordinates testing of candidates and organizes and participates in selection interviews.
- Participates in ensuring that the new staff members are onboarded properly. Ensures that the job description is provided, the employment contract issued on time. Coordinates the registration of the staff with the MFA diplomatic service and submits all the relevant documents.
- Issues new contracts of employment, follows up on termination dates and renewal of contracts with the hierarchy.
- Follows up and renews ID cards for staff members.
- Provides general secretarial and administrative support (opening and updating staff files, preparing employment contracts, handling correspondence, registration, employment certificates, and filing).
- Upon request of HR Manager contacts the delegation’s comparators for any other information relevant to HR management (benefits, contractual issues, etc.)
- Ensures proper follow-up of the ICRC HR rules and procedures and their correct application. Explains ICRC Staff Regulations, HR policies and guidelines to staff members and managers.
- Follows up and implements the local legislative changes in the domain of HR.
- Liaises with the DSD HR Department, Tax Committee, Pension fund, legal advisors for the employment related issues.
- Participates in conflict management & resolution together with the HR Manager.
- Participates in any new HR initiatives or projects as required and contributes to change management.
- Carries out punctual support mission within the Central Asia region according to the needs.
- Ensures that all relevant tasks regarding payment of social security contributions and income tax are done accurately.
- Initiates and keeps track of the appraisal exercise and implements its results (annual salary increases).
- Carries out administrative tasks in the HR information systems (HRSpace, Strategic and STM databases) and ensures that the software is always updated with accurate data (grades, functions, salaries, absences, trainings, etc.).
- Acts as the focal point for institutional trainings, provides information to staff and managers on internal courses, provides administrative support and follow-up in the delivery of internal institutional training courses and keeps records.
Desired profile and skills
- University Degree or professional Diploma in Human Resources Management, Business administration or similar field.
- Proven experience of 3-4 years in a similar field, preferably in an international environment or a matrix organization.
- Proficient in written and spoken English and Russian, Uzbek a distinct asset.
- Excellent communication, networking & negotiation skills (written and oral).
- Proficiency in Microsoft Office (Excel, Microsoft Word, PowerPoint).
- Experience of operation with Uzbekistan Labour law.
- Team player, able to observe strict confidentiality.
- Sense of responsibility, flexible, systematic, proactive and with a good relationship-building skill.
- Ability to work under pressure and meet tight deadlines.
