Context:
Established in 1951, and operational in Pakistan since 1981, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Resources Management, in close coordination with relevant staff the relevant Information and Communications Technology (ICT) Department counterparts, the Information and Communications Technology Officer will provide the necessary ICT support to Country Office (CO).
Core Functions / Responsibilities:
- Oversee and coordinate the activities of the ICT Unit in IOM Pakistan, ensuring that all requests are addressed timely and accurately with efficient allocation of resources. Assist in budgeting and allocating Information Technology (IT) resources for the CO.
- Support the implementation of systems upgrades and IT infrastructure changes in line with IOM ICT Standards and in close coordination with the ICT Service Centre in Manila. Install systems, network components, and software, recommending solutions to local technical constraints.
- Support the implementation of IOM ICT Standards, policies, and guidelines, with regards to implementation of network systems, IT security, software licensing, telecoms, and ICT procurement.
- Support the daily monitoring of Country Office-critical application such as the Migrant Management Operational Systems Application, IGATOR ( Integrated Global Airline Ticket Order Record) and the SAP-based Processes and Resources Integrated Systems Management (PRISM).
- Communicate and maintain strong contacts with technical counterparts for the proper functioning and availability of those systems. Assist with end-user training when required.
- Facilitate the performance and stability of network services and servers (Local Area Network (LAN), Wide-Area Network (WAN), Microsoft Office 365 (O365), messaging, Internet and Very Small Aperture Terminals (VSATs) connectivity, Virtual Private Network (VPN), etc.), to prevent and minimize downtime or service interruption.
- Training and supervising national IT staff in Pakistan CO including Migration HealthAssessment Centre (MHAC) as well as the field-offices.
- Suggest to CO management as necessary, for required improvements on mission IT Infrastructure and provision of services as required for the efficient functioning of CO operations.
- In coordination with HRM, liaise with Logistics and Procurement Unit to ensure proper technical specification for purchase of ICT-related equipment and propose most suitable solutions.
- Support data and system integrity by setting up the administrating IT security systems: anti-virus, backup routines, access controls, firewall and physical security.
- Participate in the development and implementation, when necessary, ICT training to all end users to ensure productive LAN, WAN, Messaging, Internet and VSATs connectivity, VPN etc, to prevent and minimize downtime or service interruptions.
- Participate in the implementation of security processes for the various systems and network components including virus protection and Internet security. Provide guidance and information to users on phishing, Password Cracking, Malwares, etc.
- Assess daily the accuracy and completion of database, email, and servers’ backups. Provide first-line user support for staff in CO in a timely and efficient manner.
- In coordination with the Information Management System Officer, support in the management and maintenance of Structured Query Language (SQL) Servers as database support administrator. Review gaps on data and information relevant to the IOM Pakistan CO.
- Draft procedures and instructions to promote a better understanding of the use of the ICT equipment.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Computer Engineering, Management Information Systems, Engineering, or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
- Microsoft system certificate and Cisco network certificates is an advantage.
Experience
- Experience in networking environment (LAN/WAN), direct user support and computer and communication equipment troubleshooting;
- Experience in Windows Server software in a multi-site environment, Technical CooperationProgramme/ Internet Protocol address (TCP/ Internet Protocol (IP), MS Office, Antivirus Software, Backup Server Software’s, Active Directory services, Email Exchange, Remote Connections Software’s, and IT utilities;
- Experience in Microsoft SQL databases administration will be an advantage;
- Experiences of all aspects of the design, development, management, implementation, and maintenance of complex IT management systems and technologies;
- Experience in planning, design, development, implementation and maintenance of telecommunications and computer information systems, information technology.
Skills
- Knowledge of the organization’s information infrastructure and IT strategy;
- Excellent problem-solving skills and hand on experience in handling the technical challenges;
- Ability to maintain independently the assigned systems and develop innovative approaches to resolve a wide range of issues/problems;
- Knowledge of Internet Protocol (IP), Virtual Private Network (VPN), Voice over Internet Protocol (VOIP) and Local area network (LAN)/ Wide Area Network (WAN) infrastructure;
- Knowledge of NET framework Active server pages (ASP), Visual Basic (VB), Structured QueryLanguage SQL and Content management system (CMS) will be an advantage; and,
- Knowledge of Microsoft Office suite.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of any local knowledge and/or Urdu is an advantage.
