Position: Local Governance Specialist
Base of Operations: Nampula, Mozambique
Position reports to: Chief of Party
Project Background:
LOGOS is sub-national governance improvement project funded by the United States Agency for International Development (USAID). It is designed to support the Government of the Republic of Mozambique (GRM) efforts to decentralize governance to improve delivery of public services – particularly health, education, and WASH – at central, provincial, district and/or municipal levels. LOGOS supports activities with all levels of GRM, including support to central ministries responsible for coordination of sub-national units of government, as well as technical assistance to select provinces, districts and municipalities. Improvement of sub-national governance include supporting participation of the private sector, civil society and marginalized groups. LOGOS works under an overarching mechanism (IDIQ) against a series of periodic Task Orders (TO) as defined by and with USAID.
Role’s Purpose:
The Local Governance Specialist will lead a team of technical specialists to improve public financial management, service delivery and local economic development, including directly in nine districts and six municipalities. The Local Governance Specialist will ensure the development and execution of Memorandums of Understanding (MOUs) with local officials, which include Solutions Packages consisting of training, mentoring, hardware and software, etc. for participatory and accountable local governance.
Role’s Responsibilities:
- He/she will work closely with the DCOP-Technical in designing Program activities for institutional strengthening, improve public financial management (including own-source revenue generation), improve service delivery specially in health, education, water and sanitation, local economic development (including the local business environment).
- He/she will oversee a team of technical specialists providing advice and leading implementation of project activities and the contents of solutions packages, and provincial managers handling the day-to-day administration of the activities in targeted provinces.
- He/she will develop scopes of work for supplementary short-term technical assistance.
- He/she interfaces with key decision makers in provincial governments to strengthen service delivery capacity and performance including participatory and inclusive approaches.
- He/she will ensure that all interventions build service delivery capacity of targeted subnational governments.
Minimum Requirements:
- Bachelor’s degree in public administration, international relations, economics, political science, or another relevant field;
- More than five years of experience working with subnational governments (provinces, districts and/or municipalities) in capacity development/institutional strengthening related to decentralization, public financial management, service delivery (education, health and WASH) and local economic development
- Experience working on a donor activity preferred;
- Fluency in Portuguese and proficiency in English preferred.
Reporting:
The position will report to the Chief of Party.
