JOB DESCRIPTION and QUALIFICATIONS

Job Title : Logistics Officer

Position Base : Myanmar

Reporting To : Team Leader/Deputy Team Leader of Myanmar Operations (ASEAN Humanitarian Assistance for Implementation of Point 4 of the Five-Point Consensus of ASEAN Leaders Meeting)

Duration : 12 months

Broad Statement of Function

  1. Support the logistics operations of ASEAN Humanitarian Assistance to Myanmar;
  2. Manage activities pertaining to procurement, reception, distribution and monitoring of relief items for the ASEAN Humanitarian Assistance in Myanmar;
  3. Carry out any other relevant assignments as tasked by the Executive Director or other designated officers;
  4. Comply with the AHA Centre’s Rules and Regulations.

Primary Responsibilities

  1. Support the logistics operations of ASEAN Humanitarian Assistance to Myanmar
  • In coordination with Logistic Officer of the AHA Centre, design and develop standard operating procedures to manage logistics operations efficiently;
  • Work closely and coordinate with logistics entities of relevant humanitarian partners of the AHA Centre, including related departments of government ministries in Myanmar;
  • Manage and be responsible for all logistics arrangement and procurement processes for AHA Centre’s projects in Myanmar;
  • Ensure the appropriate record of all the relief items of humanitarian assistance to Myanmar, delivery and storage at the appointed warehouses in order to permit the rapid movement of the supplies for further distribution.
  1. Manage activities pertaining to procurement, reception, distribution and monitoring of relief items for the ASEAN Humanitarian Assistance in Myanmar
  • Develop and regularly update the list of contacts and database of reliable suppliers; transporters and other related companies;
  • Conduct market survey for the development of procurement plan related to humanitarian assistance to Myanmar;
  • Develop procurement plan including budget and timeline for humanitarian assistance to Myanmar;
  • Develop monthly and quarterly progress report of the activities related to logistics in provision of humanitarian assistance in Myanmar;
  • Assist for procurement-relevant activities such as the call for tender, bid analysis and provide a summary of the tender;
  • Monitor the quality and specification of the items are according to agreed specifications and procured appropriately according to AHA Centre Financial Regulations;
  • Coordinate and present transportation options for the delivery of any procurement related to humanitarian assistance to Myanmar;
  • Liaise with relevant authorities and related partner agencies to facilitate the reception of humanitarian relief items to Myanmar;
  • Ensure and maintain the coordination with partners for the warehouse management/store management;
  • Prepare relevant documents for smooth facilitation of the items from the assisting organisation and/or supplier to the intended destination;
  • Develop and maintain a regular stock status report for the relevant items of humanitarian assistance to Myanmar;
  • Establish monitoring and evaluation mechanism, including post evaluation to ensure effectiveness and improvement of logistics procedures and practices for ASEAN Humanitarian Assistance to Myanmar;
  • Prepare a final completion report one month prior to the termination of the project or any time earlier, detailing utilizing of the budget, progress against objectives, description of activities and deliverables for the entire project;
  • Work closely with other appropriate staff members of the AHA Centre.

  • Contribute to the AHA Centre’s collective efforts by accomplishing related duties as needed.

  • ****Conduct him/herself according to the AHA Centre’s vision, mission, values and code of conduct;
  • Adhere to all necessary aspects of corporate affairs within the organisation, such as administration, human resources, legal, finance as well as programme development and management, communications, M&E, and contribute to emergency operations as required.

General Qualifications

Education

Bachelor or Diploma in related field of duty in Supply Chain Management, Development, Disaster Management, Management, Public Administration or a related discipline. Master’s Degree in such related fields would be an asset.

Experience

  • At least five (5) years of experience in emergency response, logistics, supply chain management, transport and warehouse management from international organisations, governments, or private sectors;
  • Exposure working in a disaster management and emergency response operations organisation in a government or international organisation;
  • Experience in managing a broad range of activities dealing with various international organisations and related institutions;
  • Prior experience in dealing with ASEAN and other institutions involved in disaster management operations and training will be an advantage;
  • Sound understanding of concepts, knowledge and issues on the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) and relevant SOPs will be preferred;
  • Certification by recognised institutions in the field of humanitarian logistics will be an asset;
  • Strong command of the English language, both spoken and written;
  • Computer literacy and proficiency in using Microsoft Office tools.

      – Ability to communicate in both writing and speaking in English and Myanmar;
      – Relevant skills in smooth functioning of IT skills and database skills.
