Qatar Charity (QC) is a non-governmental organization based in the state of Qatar. QC works in the fields of sustainable development, poverty reduction, and emergency response by initiating long-term programs. QC has been operating in Yemen for the last twenty years either through different implementing partners or through direct implementation. In 2012, QC has established its direct presence in Yemen and its representation to facilitate more Humanitarian aid as well as development interventions into the country and work closely with its partners, the community, and other stakeholders.

Main Responsibilities:

The MEAL Assistant will be responsible for monitoring and ensuring high-quality and timely inputs, ensuring that the WASH, and QC programs maintain their strategic vision, and activities to achieve their intended outputs in a cost-effective and timely manner. The MEAL assistant will be responsible for assisting the MEAL officer in preparing monthly /Quarterly/final reports on project progress, monitoring the project activities regularly, and being responsible for the collection & analysis of different data in relation to the project activities.

Project M&E coordination:

Assist the MEAL officer in developing, and implementing the monitoring, evaluation accountability, and learning (MEAL) system for programs, ensuring community participation.

Assist the MEAL officer to establish coordination and information systems with project partners and key stakeholders, particularly those responsible for monitoring and evaluation.

M&E capacity building

Actively participate in developing standardized MEAL tools for the project such as monitoring sheets; weekly/monthly progress analysis reports etc.

Train the relevant project staff in the field of MEAL system, ensuring they use the required formats/sheets effectively as required and desired.

Information Management and Reporting

  • Prepare relevant data collection and monitoring tools as well as develop the database for storing data and information
  • Update project database on regular basis by entering and processing relevant data on a timely basis
  • Collate and extract relevant information from the project database on a regular basis, ensuring information/data are available upon request.
  • Ensure the availability of timely and high-quality reports (bi-weekly, monthly, quarterly, final, assessments, PDMs, baseline and end-line surveys reports) and other documentation as required
  • Work closely with consultants and other staff in relation to baseline, assessment, and evaluation studies
  • Consolidate case studies/ human interest stories and qualitative information among the beneficiary communities to show program outcomes in different areas
  • Documenting and sharing of best practices and methodologies employed by stakeholders
  • Compile lessons across implementers and communities to share with other donors and interested parties with concern to the pastoral production system
  • Establishment of feedback mechanism among partners and beneficiaries, ensuring proper documentation and its relevance to current implementation strategy and future programming.
  • Responsible for receiving beneficiaries’ feedback and complaints via phone and through field visits to the supported WASH facilities and IDPs location.
  • Maintain the archiving and documentation system of the quality unit.
  • Monitoring and Evaluation/Surveys
  • Conduct regular field monitoring to identify challenges and present to the program manager for corrected actions
  • Actively participate in conducting baseline assessment, Post services monitoring, annual project reviews, and final evaluations
  • Actively participate in action research and studies.
  • Perform other duties as assigned

Qualifications and experience

  • Bachelor’s degree in Social Sciences, Statistics, or a relevant field to medicine will be an asset
  • 2-3 years of MEAL experience related to WASH, nutrition, and humanitarian aid
  • Experience designing and conducting training sessions, and workshops
  • Excellent report-writing skills
  • Strong knowledge of project cycle management and MEAL
  • Excellent computer skills, including Microsoft Office
  • Proficiency in written and spoken Arabic and English Languages.
  • Demonstrable commitment to gender-sensitive practice
