Norwegian Refugee Council

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes. In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners.

The bulk of NRC’s response is through Multi-Purpose Cash Assistance, leading to the creation of a regional Cash and Markets team who support the work carried out by the Ukraine Country Office Cash and Markets team. This regional team focuses on coherence (ensuring tools and approaches are standardised across the response), creativity (focusing on innovative thinking), collaboration (working with different departments and teams across NRC), accountability (being honest and transparent about challenges and successes) and creating an enabling environment whereby tools and skills are shared across NRC.

RESPONSIBILITIES

Generic responsibilities

1. Adherence to NRC policies, guidance and procedures

2. Contribute to the development of Country, Area and cash strategies, initiate and participate in the development of relevant cash projects

3. Coordinate and manage Cash project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements

4. Implement technical direction and ensure high technical quality of projects

5. Provide regular progress reports to the Head of Programmes and the Cash and Markets Specialist

6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist

7. Ensure capacity building of project staff and transfer key skills

8. Liaise and collaborate with relevant local authorities and other key stakeholders

9. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  1. Communicating between technical and non-technical staff
  2. Design and implement data schemas for managing beneficiary data.
  3. Develop data pipelines and integrations/features within our CRM platform.
  4. Collaborate with internal departments and external organisations.
  5. Support team members in the design, implementation and management of portals, dashboards, analytic tools, and reporting platforms used within Cash and Markets by providing relevant data.
  6. Liaise with software service providers on development of new data models, updates, and repairs based on different assessments, tools or available datasets.
  7. Understand both the end-user data needs and organization data structures and definitions to ensure the right data is available.
  8. Build and maintain ad-hoc and recurring datasets collaborating with C&M Analysis Manager, Digital Cash PM, IM Manager and other users to generate actionable insights.
  9. Provides quality control and oversight of the data that is being collected and identify and address errors in collection or input and output
  10. Designing and working within the Cash and Markets team to implement processes to review reports of “bad” data and confirming issue (or clarify and close out), identifying root cause, designing solution, prioritizing and executing remediation
  11. Supports and contributes to the development of data management systems through documentation, implementation, and coordination of standardized information flows

QUALIFICATIONS

Generic professional competencies:
• Education: University degree in IT, Data science, Data management or analytics
• Minimum 2 years of experience working with managing large sets of data from various sources
• Deep Understanding and expertise in Python, Relational databases, and Excel.
• Ability to coordinate tasks and work processes and work with short deadlines
• Documented results related to the position’s responsibilities
• Experience with facilitating and leading internal organisational processes
• Fluency in English, both written and verbal.

Context related skills, knowledge and experience:
• Experience working with API’s
• Experience with backend or data engineering
• Preferred experience in modern backend programming language (Python preferred)
• In–depth understanding of data structures and other computer science fundamentals
• Experience in building secure systems
