About P4I
Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to foster inclusive growth through sustainable infrastructure. P4I works with and provides services to Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN).
The focus is on infrastructure planning and prioritisation, procurement, and policy and regulation, using technical advisory services, government partnerships, and regional learning and networking. All services include the cross-cutting priorities of gender equality and social inclusion, and disaster risk reduction and climate change.
Delivered through a single team, the initiative is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with Ernst & Young, Adam Smith International, The Asia Foundation and Ninti One.

Purpose
P4I are seeking to engage a Disaster Risk Reduction and Climate Change (DRRCC) Panel (Panel) to provide on-demand support to P4I partner governments and activity teams as part of P4I’s Program Goal to provide “quality infrastructure development that drives sustainable, inclusive and resilient growth in Southeast Asia.” Specifically, the DRRCC Panel aims to support the integration of tailored and technically credible DRRCC advice into every activity that we deliver.
The purpose of this tender is to identify experienced professionals with experience in DRRCC (including mitigation) across transportation, energy, telecommunications and utilities (including wastewater management) sectors. The Panel members will provide technical advice to P4I activity teams and partner governments on the application of P4I’s DRRCC framework, global and technical standards, provide quality assurance and capacity support.
The DRRCC Panel will be managed by P4I’s DRRCC lead, who will pre-screen applicants, manage workflow and engagement of services, and provide quality assurance of outputs.
Scope of Work
P4I invites applications from suitably experienced individuals or organisation(s) to form part of the DRRCC Panel. The Panel will act as a database of individuals / organisations with demonstrated experience delivering high-quality DRRCC technical assistance relevant to P4I’s mission.
Panel members will be engaged through the issuance of tasking notes from the DRRCC Lead against their draw-down contract. Tasking notes will denote the scope, time, and fees for specific package/s of work. The Panel will facilitate quick mobilisation for specific consultancy opportunities when they arise, minimising application and contracting processes.
The pipeline of work is anticipated to grow, with a dedicated budget for 250 days of technical support to P4I activities to be undertaken by DRRCC Panel members in 2023.
Responsibilities of DRRCC Panel
Below are some of the key responsibilities that the DRRCC Panel members (international and national) are expected to deliver:
- Provide advice on the application of the DRRCC framework and tools for P4I infrastructure advisory activities, including transportation, energy, digital/telecommunications and utilities (including wastewater management).
- Provide policy advice on the integration of climate / disaster resilience, financing and governance into new and existing infrastructure activities.
- Provide input into the DRRCC quality assurance mechanism (quarterly), including annual review of the DRRCC integration framework and tools based on Australian government policy and global best practice.
- Provide high-level political economy analysis of sector and geographical-specific of infrastructure and climate change / disaster risk reduction.
- Facilitate / provide DRRCC capacity support for P4I’s partners, including for the Government to Government (G2G) partners.
- Develop and deliver multi-day training packages to high profile stakeholders.
- Develop case studies and briefings on how P4I is integrating DRRCC across its infrastructure advisory service program.
Application Criteria
Two levels of expertise are sought from Panel members, ‘Principle consultant’ and ‘Senior consultant’; based on the table below.
Applicants based in P4I’s partner countries (Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam) and ASEAN are strongly encouraged to apply.
Principle consultant
-15 plus years of experience in DRRCC (adaptation and / or mitigation) issues in the context of infrastructure development (transport, energy and/or telecommunications).
-Demonstrated experience applying the above in development sector contexts, in two or more of the eight targeted countries and / or ASEAN.
-Demonstrated experience in developing methodologies and approaches, along with implementation of the integration of DRRCC in the context of infrastructure development
-Demonstrated understanding of disaster and climate trends across Southeast Asia.
-Demonstrated experience in thought leadership, development of global and sector guidance and best practice in disaster risk reduction and / or climate change issues in infrastructure development.
-Strong communication, writing and analytical skills in English.
Senior consultant
-7-15 years of experience in DRRCC (adaptation and / or mitigation) issues in the context of infrastructure development (preferably transport, energy and/or telecommunications).
-Demonstrated experience applying the above in development sector contexts, preference for experience in one or more of the eight targeted countries and / or ASEAN.
-Demonstrated experience in developing methodologies and approaches, or implementation of the integration of DRRCC in the context of infrastructure development
-Demonstrated understanding of disaster and climate trends in one or more target countries.
-Demonstrated experience development of national / sub-national guidance and best practice in disaster risk reduction and / or climate change issues, preference in infrastructure development.
-Strong communication, writing and analytical skills in English.
Panel candidates are asked to specify which of the following role/s they seeking to undertake, and highlight their experience in the relevant area/s:
- Climate finance applicants;
- Demonstrated experience in the climate and sustainable finance sector including global climate finance systems and project classification, national readiness and flows.
- Demonstrated experience in linking infrastructure development, design and systems to finance opportunities.
- Demonstrated experience in designing and delivering innovative financing mechanisms including blended finance and PPP models.
- Emissions infrastructure applicants;
- Demonstrated experience applying recent global emissions guidelines and best practices for appraisal and benefits quantification.
- Demonstrated experience in infrastructure design and system improvements for emissions reduction and efficiency.
- Resilient infrastructure applicants;
- Demonstrated experience delivering disaster and climate impact assessments, incorporating resilience objectives into infrastructure project concepts, development and policy support for infrastructure development strategies and frameworks.
- Demonstrated experience designing and delivering adaptation pathways and embedding resilience through infrastructure projects.
- Resilience governance applicants;
- Demonstrated experience in designing governance frameworks/strategies and delivering advice to national and sub-national governments on the integration of DRRCC, preferably with infrastructure-focused government departments and/or ministries.
- Demonstrated experience in designing entry points and providing advice in integrating DRRCC budgeting into national and sub-national public finance mechanisms.
- Demonstrated experience in delivering cohesive climate change and disaster risk reduction policy/planning advice to governments.
- Disaster Risk Reduction / Disaster resilience and Infrastructure applicants;
- Demonstrated experience in applying disaster risk reduction/resilience global standards, principles and tools to infrastructure project design and delivery.
- Demonstrated experience in connecting disaster risk reduction / resilient infrastructure with disaster/climate financing.
We are also seeking people with unique experience in the following areas (note that the level of experience (principle or senior consultant) above does not apply to these categories);
- Nature based solutions in the infrastructure sector. Understanding of intersection with gender and indigenous and ethnic minority groups is desirable.
- Intersection of disaster/climate and Gender Equality, Disability and Social Inclusion matters (GEDSI) in the infrastructure sector.
- Disaster/climate researchers with specific experience in connecting relevant academic research with implementation in the infrastructure sector.
- Disaster risk reduction and climate change and indigenous inclusion. Understanding of the infrastructure sector desirable.
Terms of Engagement
Successful Panel candidates will be contracted through a draw-down mechanism, whereby a contract will be offered governing delivery and payment of work performed under the tasking note. Members of the Panel will be engaged through tasking notes, distributed by P4I activity leads to suppliers with services and rates reflecting those put forward by Panel candidates during the Request for Quotation process. Tasking notes will include additional relevant terms such as the duration of the engagement. Panel members will be free to engage in activities once the tasking note is signed by P4I’s Senior Operations Manager.
Opportunities will be made available to members on an as-needed basis and offered in a range of ways, including, but not limited to:
- open calls to all Panel members.
- limited calls for expressions of interest.
- occasional cases of sole sourcing.
Each opportunity is dependent on an assignment’s requirements and the skillsets of the available Panel members. Inputs will vary in terms of scope and duration, depending on the needs identified.
Being a member of P4I’s DRRCC Panel provides no guarantee of work. The Panel will operate in accordance with Australia’s Commonwealth Procurement Rules.
Please note, all Intellectual Property created under the Australian Department of Foreign Affairs and Trade (DFAT) contracts or subcontracts is vested with the Australian Government (or its nominee) immediately upon its creation.

- Details of individual’s name and CV of relevant works (2-pages maximum). If an organisation, please include organisation name, the names and CVs of the advisors being nominated.
- A brief cover letter that speaks to the individual’s CVs details (or, where an organisation, the details of the nominated advisors from that organisation), outlining how the experience, classification of Panel member (principle or senior consultant), capabilities and qualifications are relevant to the tender scope of works and P4I’s objectives (see annex 1) (1 page maximum)
- Nomination of positions, roles or specialisations the individual or organisation is to be considered for, as detailed in the section of this document entitled “Application Criteria”.
- Names and contact details of two referees; the first from the individual or organisation’s most recent relevant consultancy, the second from a recent long-term employment.
- Please provide a quotation on the provision of your services for a single 8 hour day using AUD currency exclusive and inclusive of taxes, such as Goods and Services Tax.
