Position Title: Payroll Officer (Subject Matter Expert)

Duty Station: Manila, Philippines

Classification: Professional Staff, Grade P3

Type of Appointment: Fixed term, one year with possibility of extension

Context:

Under the overall supervision of the Chief, Manila Human Resources Operations (MHRO) and direct supervision of the Payroll Manager, the Payroll Officer (SME) will be responsible for maintenance, enhancements, streamlining and simplifications of global common payroll functions in Enterprise Resource Planning (ERP) application by working closely with Information and Communications Technology (ICT).

In general, the successful candidate is responsible for standardization of payroll processes, improving financial controls, enhancing reporting and compliance needs, reducing costs and errors in the areas of global payroll processing.

Core Functions / Responsibilities:

  1. Leads the payroll technical support team, responsible for technical service requests resolution, business enhancements, prepares request for changes, carries out prompt resolution of errors during all payroll processes.
  2. Acts as focal point for all Information Technology (IT) related matters and coordinates with IT staff for prompt resolution of system bugs.
  3. Reviews design and development efforts, collaborates with IT on proposals supporting future enhancements.
  4. Approves all the changes related to payroll system fixes/deployment of new functions and customizations.
  5. Leads, contributes to complex and challenging business projects that significantly enhance efficiency, business improvement, continuity, information and performance of global payroll processes.
  6. Investigate technical problems or answers to queries in relation to payroll including all aspects of staff entitlements in close collaboration with corporate Human Resources, Finance, Treasury as well as external partners.
  7. Carries out the impact analysis on existing components of ERP Payroll solution whenever an existing policy is revised or a new policy is introduced by the International Civil Service Commission (ICSC), United Nations (UN) or International Organization for Migration (IOM). Ensures that the entitlement processing and accounting rules configured in the system comply with the HR policies and Financial Regulations.
  8. Leads test strategies, develops yearly refresh schedules for cloned Payroll environment, performs functional testing of customizations and bug fixes.
  9. Analyses the end users’ issues that lead to transaction failure/rejections and logs service requests.
  10. Provide technical support in resolving any payroll related issues with internal and external auditors and provide replies to audit observations in coordination with supervisor. Researches, analyses and provides aid in the implementation of various audit recommendation.
  11. Leads the reporting solution for payroll unit and generates necessary reports to support payroll operations and audit related queries.
  12. Performs periodically system health checks/ status reviews to avoid overpayments and mitigate risks.
  13. Carries out payroll element configurations, creates/modifies/reviews payroll fast formula, supports payroll data uploading through batches.
  14. Publishes/Reviews periodically system priority bugs and enhancements status reports.
  15. Deliver Human Resources (HR)/Payroll ERP trainings to newcomers, as required.
  16. Perform such other duties as maybe assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Information Technology or Computer Science or a related field from an accredited academic institution with at least five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • Certified Oracle Payroll Cloud Implementation Specialist is desirable.

Experience

  • At least five years of experience in Payroll functions, with expertise in the Payroll Module of leading cloud ERP Application (preferably Oracle). Should have worked on at least two implementation or support projects for Payroll Module;
  • At least two years of managerial responsibility in a large, complex, international organization/company, preferably within a Shared Service Centre or other processing environment;
  • Experience in global payroll management covering multi-country and multi-currency contexts would be an advantage;
  • International experience in UN payroll environment at an international professional level would be an advantage.

Skills

  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.
  • High level expertise of HR & Payroll module of leading ERP application.
  • Solid understanding of software development lifecycles and project management.
  • Knowledge of entitlements and benefits linked to payroll.
  • Strong mathematical and analytical skills.
  • High level expertise in PL/SQL, Excel and reporting tools.

Languages

IOM’s official languages are English, French, and Spanish.
