Background and context:
Habitat for Humanity (HFH) has been active across the Middle East and North Africa (MENA) region for over 20 years, implementing programs aligned to our vision to realise a world in which every person has a decent place to live. In pursuit of this vision and to achieve impact at scale, HFH works directly with households, communities, and sector partners – including civil society, government, academia and the private sector across the MENA region.
HFH has recently drafted its five-year strategy for the MENA region. Informed by this overall strategy and to inform its execution, HFH is developing a series of overall program proposals. These program proposals will provide the foundation of content to proactively respond to future funding opportunities.
Overview of assignment:
Through this consultancy, it is envisaged approximately three multi-year, multi-country/regional program proposals. These proposals will include detailed specific country-level components and subsequent budgets. Project proposals to be developed will:
· Align to HFH’s MENA regional strategy and build on current and emerging HFH country office strategy and programs, translating regional program objectives into high level future-state outcomes.
· Be multi-year and multi-country / regional in nature, with specific, detailed country level components.
· Be informed by a thorough secondary data review and analysis, including internal HFH documentation and external content.
· Provide foundational & expanded program content for apply for specific funding opportunities as they arise.
· Be developed in a collaborative manner, through close engagement with HFH regional and country-level colleagues.
· Developed in a manner that concepts can be segmented and scaled up or down, according to specific funding opportunities identified.
· Include a comprehensive budget, developed in collaboration with HFH finance department colleagues.
Expected key tasks:

Undertake a comprehensive secondary data review, including HFH’s MENA strategy, country level strategies, recent program proposals, evaluations, sector peer documentation and other key identified data sources and documentation.

Develop and maintain regular close collaboration with HFH country and regional representatives, including program, fundraising, finance and operations colleagues.

Lead and coordinate the development of a series of draft program proposals and budgets, gathering feedback of HFH colleagues.

Together with HFH colleagues, reach out to target / priority sector peers to promote collaboration and partnerships with sector peers.

Action ongoing feedback from HFH colleagues in developing final drafts.
Skills and experience:
· Strong understanding developed over a 10+ year period, of housing and human settlement issues, challenges, opportunities, drivers and sector partners active across the Middle East and North Africa.
· Demonstrated experience in both coordinating and leading successful program proposals / development processes – especially those related to housing & human settlements.
· Experience implementing humanitarian and development initiatives, especially those related to housing and human settlements.
· Familiarity with budgeting and finance processes experience demonstrated experience in secondary data review analysis.
· Excellent communication skills, notably writing and documentation skills.
· Fluency in English essential, fluency in Arabic advantageous.
· The consultancy is remote in nature, however proximity within the MENA region is preferred.
Consultancy details:
This consultancy is anticipated to be implemented over a 2-month period (April to May) 2022. International travel is not envisaged for this task.
