Job Overview:

The Program Officer, Digital Initiatives, will report to the Senior Program Officer, Communications, Resettlement, Asylum, and Integration (RAI), and work in coordination with other RAI staff to advance RAI’s digital footprint and impact. This position will lead the development and application of digital technology and internal and external web-based initiatives. The Program Officer will identify, coordinate, and centralize digital initiatives across RAI U.S. and Europe to create efficiencies, ensure that digital solutions are integrated and viable, enhance knowledge management practices, and support augmented digital literacy for staff and clients.

The Program Officer, Digital initiatives, will play a key role in supporting this work through the development and design of digital initiatives via four main objectives: 1) cultivate and lead web development and digital processes that will solidify and inform the RAI department’s intranet presence; 2) assist in the scoping, discovery, design, buildout and maintenance of a client-facing website in collaboration with the IRC Information Technology (IT) unit; 3) implement and oversee a robust knowledge management system for RAI; 4) seek out and cultivate collaborations with educational institutions and private sector players to to lead targeted digital literacy initiatives for RAI staff and clients.

Within the IRC, this position is part of the Research, Analysis, and Learning (RAL) team – a dynamic group of individuals who use technology, creativity, and innovation to expand the RAI department’s capacity to be more evidence-based and data-driven; ensuring learnings from our practice inform our work through informational and instructional design, and externally, influence the work of our sector and the wellbeing of our clients through training and technical assistance programs.

Major Responsibilities:

  • Lead the planning, solution design, deployment, and measurement of digital initiatives for RAI staff and clients
  • Maintain and update RAI’s RescueNet pages
  • Develop and maintain a robust system for increasing RAI’s knowledge management capacity
  • Develop protocols for the selection, piloting, and full-scale adoption and utilization of digital initiatives
  • Partner and manage communications with IRC IT, end users, outside vendors, tech partners, and educational institutions to advance RAI digital initiatives goals
  • Catalog digital initiatives in existence across the RAI network and document best practices and lessons learned
  • Lead/co-lead communities of practice related to digital initiatives / digital literacy
  • Scope areas where digital initiatives can support staff and client digital literacy and increase RAI programming efficacy and efficiency
  • Stand as a proactive focal point between IT and RAI
  • Serve as the point person for digital initiatives questions from RAI staff
  • Connect staff working with digital initiatives and potentially lead learning discussions and trainings
  • Collaborate with RAL to document learnings and identify Key Performance Indicators (KPIs)
  • Other duties as assigned

Job Requirements:

  • BA/BS or equivalent experience in digital media, website/graphic design, marketing, international development, or related field

  • At least five years of proven experience in web development and/or digital initiatives (website, mobile, integrated campaigns)

  • Experience developing digital strategies, programs, and tools, including the use of open-source software, WordPress and Drupal websites, company intranets, digital analytic tools, or other digital platforms

  • Experience in capacity building and digital literacy with non-native English speakers a plus

  • Solid grasp of user experience (UX) and user interface (UI) design

  • Excellent written and oral communication skills: the ability to communicate highly technological concepts and functions to non-IT personnel

  • Proficiency in coding a plus

  • Solid organizational and project management skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines

  • Strong commitment to social service or humanitarian assistance programs and willingness to adhere to IRC’s code of conduct

  • Nonprofit background a plus

Working Environment:**

This position can be based at IRC’s headquarters in New York City or remotely within the United States.
