Job Overview: The Preferred Communities (PC) Intensive Case Management (ICM) Program, funded by the Office of Refugee Resettlement (ORR) offers individualized case management to the most vulnerable IRC clients. In FY22 with additional funds from ORR, the IRC’s ICM program created the Supplemental Case Management (SCM), a case management program that provides services to clients who exited their initial resettlement service period with additional needs, but whose needs to not rise to the level of ICM eligibility. The Program Officer, SCM supports the overall management and implementation of the SCM Program: including support to local staff implementing the program, monitoring, proposal writing and donor reporting. They lead tracking of all program outputs, outcomes, and objectives against established targets. The Program Officer works closely with the Senior Program Officer for ICM, the Program Officer for ICM Training, the Senior Program Officer for HQ Direct Services, and the Program Officer for Data Management to develop services to meet individual client needs. This position reports to the Senior Program Officer for ICM within Resettlement, Asylum and Integration (RAI) Department.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Collaborate with local offices to implement Supplemental Case Management by developing action plans to improve service delivery and self-sufficiency outcomes for clients. Monitor progress toward goals.
  • Provide consultation, guidance, and recommended resources in response to questions and technical assistance requests.
  • Build and develop strategic partnerships with key internal and external partners.
  • Develop local office budgets and enrollment targets in collaboration with the SPO for ICM and Deputy Director for ICM.
  • Support compliance with donor requirements including but not limited to monitoring of local programs, tracking grant commitments across the network; review, editing and submission of reports in a timely manner.
  • Assist with the development and submission of grants management documents including continuation proposals and semi-annual project reports.
  • In coordination with the Program Officer for ICM Training, develop and deliver trainings related to designated area of expertise, to include webinars, self-paced e-learning, online courses, etc.
  • In coordination with the Program Officer for Data Management, analyze trends across the network using relevant data sources and advise Senior Program Officer on best course of action.
  • Other duties as assigned.

Job Requirements:

  • Bachelor’s degree required, Master’s degree in Social Work, International Affairs, or related field a plus.
  • Minimum 3 years relevant experience, including work in the U.S. refugee program in the US

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 15%.
  • May require occasional weekend and/or evening work.
