UNOPS Thailand Multi-Country Office
The Thailand Multi Country Office (THMCO), established in 2017, supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises five main business units: Thailand, Indonesia, Pacific Operations Cluster, Papua New Guinea and China.
The United Nations Office for Project Services (UNOPS), the United Nations Development Programme (UNDP), the China International Center for Economic and Technical Exchanges (CICETE) of China’s Ministry of Commerce, Shanghai Qingpu District People’s Government, and Shanghai Glorious Investment Development Co. Ltd. have agreed to jointly implement a ‘Knowledge Sharing, Capacity Building and Supporting Service Programme on Sustainable Procurement of UN/International Organisations’.
The project facilitates the establishment of a platform for international procurement services, information sharing and capacity building in Shanghai’s Qingpu District. The project enhances the capacity of the private sector, especially Small and Medium Enterprises (SMEs) and Women owned Businesses (WOBs) to directly participate in international procurement. Activities include training, seminars on a variety of topics such as how to access procurement notices, respond to international calls, mainstream gender and sustainability into procurement activities, capacity development sessions and development of networks for procurement and support services, leveraging on the UN system’s partnerships and conveyor capacity.
The project aims to achieve the following two goals:

Contribute to China’s decarbonization targets by advocating and encouraging sustainable procurement practices

Level the playing field for SMEs and WOBs by increasing their access to the International Organizations’ procurement
The project is also a pilot for similar initiatives to be scaled up, and supports capacity building projects that are developing in other countries and regions.
This Project adopts a UNDP national implementation modality, under which the local partners will lead the implementation. UNOPS together with other UN agencies, will be invited to provide direct implementation support based on actual needs.
Within the framework of the delegated authority, the incumbent is assigned the following duties which are performed according to organizational needs and structure:
** Functional Responsibilities
Reporting to the Project Manager (PM), the incumbent will be responsible for providing technical and project management support to the project implementation.
Summary of key areas of operation:

Under direct guidance of PM, provide execution support on the development of a sustainable procurement knowledge-sharing and information platform

Support PM to follow up the progress on the International procurement conference and other capacity building activities
-
Assist in following up on the development of networks and promotion of the project
-
Support on the project management, monitoring and reporting
Under the guidance and supervision of the Project Manager(PM), and in close collaboration with the Project Management Office (PMO), the incumbent’s main responsibilities include the following:

A sustainable procurement knowledge-sharing and information platform (the Platform)
-
Provide execution support to optimize the design and development of various functional sections of the Platform, especially access the content from the International Organizations, including their procurement related information, knowledge and other resources, under direct guidance from PM:

Support PM and assist in the PMO to formulate a procurement information/knowledge management process from selection, translation, to release
-
Support on UNOPS’ related information and knowledge introduction on the platform
-
Support PM on the optimization of other processes related to the Platform, such as project activity information/news release, suppliers registration and management
-
Assist in the communication to ensure that content on the Platform is published in accordance with relevant UN regulations and requirements
- International procurement conference

Support PM on the communication between the PMO and the High Level Committee on Management Procurement Network (HLCM-PN) on the preparation and implementation of the 2022 China International Procurement Seminar (IPS).
- Capacity building activities

Assist the PM to follow up on the cooperation with the Procurement Teams of UNOPS Headquarter and relevant procurement business units

Support to follow up on the cooperation with the core partners of the project, such as the organization and selection of participating suppliers, the evaluation of the effect of capacity building activities, etc.
4**. Publicity and promotion of the project**

Participate in external selected Forum, Expo and events, and internal activities/events when necessary to introduce the project

Draft the press release and circulate it in UNOPS different media channels
- Project Management Support

Support the PM to monitor the project implementation, and ensure the project management align with UNOPS requirements under the guidance from THMCO PMO and supporting service team

Draft the required project status document and relevant documents required by UNOPS, UNDP and government partners
-
Other temporary tasks assigned by the PM
Education/Experience/Language requirements
Education:
-
High school diploma is required.
-
Technical/Professional License or Diploma, First university degree or higher degrees in Development, Economics, Business or Public Administration, Finance, Accounting or other relevant fields would be an asset and may substitute some of the required years of experience.
Experience:
-
Minimum six (6) years of relevant experience with High School Diploma or minimum of two (2) years of relevant experience with a first degree is required in support of project implementation and oversight or project budget management/financial management or other related field in a reputable organization, preferably in UN agencies.

Experience in supporting any public procurement events or activities is a preferred success criteria.
-
Working experience in International Organizations or UN agencies is a plus.
-
Ability to compile and represent data for presentation to various audiences is an asset.

Experience in compiling narratives from a wide range of information and reports is desired.
Language:
-
Full working knowledge (Fluency) in English and Chinese is required.

Working knowledge of other official UN languages is desirable.
