Background

iMMAP has been present in the Democratic Republic of Congo (DRC) since 2019 through several projects in support of the humanitarian community. Through this project, iMMAP will support the Health Cluster and its members, by setting up a unit to provide direct Information Management Support and on-demand IM services. The main functions of the Unit will be to support the Health partners in identifying and filling the IM gaps and to support the assessment and response monitoring needs by consulting on the development and use of assessment tools and methodologies, reviewing and updating the Common Operational Datasets, and designing thematic and collaborative monitoring tools.

Description of Duties

The Project Manager’s role will be to oversee the program’s overall implementation to ensure all the objectives are met within the required timeframe and budget. Moreover, the PM is responsible for the team’s coordination and seamless communication with stakeholders. The PM will oversee the quality of services rendered to Health actors in the country according to globally recognized standards. The PM will report directly to the Africa Desk Coordinator in HQ.

The Project Manager will support all goals and strategies of the iMMAP programme in its work with national and international partners and applicable donor agencies. The Project Manager will develop and maintain strong contacts with donors, UN Agencies and all Humanitarian partners across DRC.

Project Management

  • Oversee the overall implementation of the program ensuring objectives are met within the required time frame and budget. Where necessary ensure preventative and corrective action is taken.
  • Develop an implementation strategy which is appropriate to the country context and strategy.
  • Plan the mobilization of resources for the implementation of program activities.
  • Manage a comprehensive activity plan, including resource needs analysis, covering the time frame.
  • Proactively inform iMMAP Africa Desk Coordinator of identified opportunities, risks and risk mitigation relevant to the program planning and implementation.
  • Maintain an overview of the national and regional context with a view to the strategic development of the project both in the current identified sites and potential of future program extension and expansion.
  • Support programme implementation as needed, including developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out

Operational

  • Provide technical support to IMOs
  • Ensure iMMAP supported cluster are regularly producing and maintaining information management products such as maps and dashboards to inform decision-making and support coordination.
  • Support national IMOs for innovative reporting and visualization (Interactive dashboards developed on Power BI).
  • Perform monthly quality review of IM products created by IMOs to ensure products are of high quality, easy to understand and contain relevant information.

Reporting and Communication

  • Ensure complete and timely reporting of activities to iMMAP, donor, and implementation partners.
  • Assist iMMAP HQ with forward strategic planning, monitoring and evaluation.

Staff Management

  • Ensure all identification, selection and contracting related issues for the staff of the project are carried out in accordance with iMMAP guidelines.
  • Through a consultative leadership style and a transparent and supportive communication structure, develop and build an effective iMMAP project team.
  • Ensure that staff receive appropriate and adequate training by providing coaching.

Representation

  • Build relationships on behalf of iMMAP with bilateral donors, international non-governmental organizations, implementation partners and other agencies relevant to the implementation of the program.

Requirements

Education

  • An advanced university degree or equivalent experience in the fields of information management, project management;
  • Fluency in French is mandatory.
  • Ability to write report in English is essential.

Experience

  • At least 5 years of relevant work experience and a background in non-profit, internationally-focused organizations;
  • Experience in humanitarian, crisis recovery, and resilience aspects is highly desirable;
  • An appreciation of considerations in designing training content focused on the needs of adult learners;
  • Progressively responsible experience in designing needs assessments, data management, mapping and visualization, coaching, and training/capacity-building.

  • Representation: Where appropriate, represent the iMMAP in various fora. Maintain effective and positive contacts with the national and local government officials, international non-governmental organizations (NGOs), and donor agency officials, when required.

Conditions

  • Start of contract: 1st of April 2023
  • Duration of contract: 12 months
