Context:

The Protection Division (PXD) aims to provide a coherent response to the needs of migrants, states, and civil society to ensure that migrants in need of assistance receive both case-specific and sustainable assistance. Beneficiaries include asylum seekers, stranded migrants, migrants with health concerns, migrants who were victims of trafficking, exploitation, or other forms of abuse, as well as those considered highly vulnerable to such abuse, such as unaccompanied migrant children.

As such, PXD has the institutional responsibility to oversee policy and technical guidance and provide programmatic support to IOM Missions focusing on the following practice areas: analytics and data for evidence-based policy development and programming; safe and dignified return and sustainable reintegration; countering human trafficking and protection to victims (CT); assistance to migrants who experienced or are vulnerable to abuse or exploitation (AVM); protecting migrant children; and addressing exploitation in supply chains.

Within PXD, the Return and Reintegration Unit is tasked with providing global programme and policy support for IOM’s return and reintegration activities. This includes support towards the adoption of an integrated approach to migrant reintegration addressing the individual, community and structural levels and ensuring programs are in line with IOM’s Policy on the Full Spectrum of Return, Readmission and Reintegration (RRR Policy). At the same time the Return and Reintegration Unit takes into consideration cross-cutting issues such as the promotion of migrants’ rights, partnership and cooperation as well as monitoring, evaluation, and data generation and analysis.

Under the direct supervision of the Head, AVRR Unit, the Project Officer will support the planning, coordination and monitoring of the From Policy to Practice: Operationalizing a Rights-Based Approach to Return and Reintegration (RR P2P) project of PXDs Return and Reintegration Unit to help synergise, learn from and strengthen assistance provided in the field of protection, return and reintegration.

Core Functions / Responsibilities:

  1. Support the implementation of Project “From Policy to Practice: Operationalizing a Rights-Based Approach to Return and Reintegration (RR P2P)” by contributing to the planning, coordination and monitoring of all activities.
  2. Draft and edit the final donor report.
  3. Liaise and coordinate with relevant divisions in HQ, Regional Offices and Field Offices for the implementation of the project and reporting.
  4. Contribute to project development and donor outreach efforts aiming to identify new opportunities for the Return and Reintegration Unit.
  5. Based on desk research, identify topics for future return and reintegration products including drafting, reviewing, editing and formatting knowledge products (good practices factsheets, knowledge bites, articles, research reports, etc.).
  6. Contribute to capacity building activities of the Return and Reintegration Unit through facilitation of training activities, including organization of national and regional and/or global level training workshops.
  7. Support the technical and logistical organization of project meetings.
  8. Participate in programme-related meetings and conferences on a national and international level.
  9. Undertake duty travel as required in order to support coordination and monitoring of activities.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Science, International Relations, (International) Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Proven experience with capacity building, reporting and donor liaison;
  • Experience in providing technical and logistical support for the organization of meetings and events;
  • Professional experience with a UN agency, or an international organization.

Skills

  • Understanding of the current developments and challenges in the field of return and reintegration;
  • Excellent drafting abilities;
  • Proven ability to establish and maintain strong working relations with donors, and with internal and external counterparts;
  • Team-oriented, but with capacity to work independently and with minimal supervision;
  • Personal commitment, efficiency, and flexibility;
  • Demonstrated organizational and time management skills, and ability to deliver under tight timelines.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French is an advantage.
