Context:
The International Organization for Migration (IOM), the United Nations (UN) Migration Agency, is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all and it does so by providing services and advice to governments and migrants.
IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. As part of its activities in Kosovo, IOM assists in providing humanitarian assistance and protection-sensitive responses to migrants.
Under the direct supervision of the Chief of Mission (CoM) of IOM Kosovo and with the thematic support from the relevant units in IOM’s Regional Office (RO) for Eastern and South Eastern Europe and Central Asia and Headquarters (HQ), the Protection Coordinator will be responsible and accountable for managing and overseeing protection portfolio of IOM programmes in Kosovo.
Core Functions / Responsibilities:
- Manage, coordinate, prioritize and oversee protection activities for migrants accommodated at Camp Liya (Bondsteel).
- Provide technical and programmatic advice, guidance and expertise to partners and team members on protection related matters, including protection mainstreaming, protection principles, child protection, Accountability to Affected Populations (AAP), Gender-based Violence (GBV) prevention and response, Prevention of Sexual Exploitation and Abuse. (PSEA).
- Manage the response for persons with specific needs and vulnerabilities, including unaccompanied and separated children. Ensure the development and implementation of early identification procedures, referral pathways, trends analysis and risk mitigation.
- Develop, establish, and ensure the continual review and adaptation, as well as satisfactory implementation of Standard Operating Procedures (SOPs) and other tools for protection casework, Mental Health, and Psychosocial Support (MHPSS) activities, and community engagement strategies.
- Manage and oversee protection monitoring and response at the site, including the implementation of projects through civil society partners.
- Manage and supervise the work of Protection Team; MHPSS Teams; and Child ProtectionSpecialists for providing inter alia informal coaching services, and tailored assistance to vulnerable groups.
- Develop and provide training to the staff and partners on protection, child protection, GBV, PSEA, and related topics.
- Ensure access to information through diverse channels, and oversee messaging and communications, information desks and coordination with interagency partners.
- Manage and assess inter-agency complaints and feedback mechanisms.
- Ensure PSEA, child safeguarding and AAP mechanisms are functional and accessible, andthat all IOM and partner staff are trained on appropriate reporting and complaints and feedback mechanisms.
- Establish, strengthen, and maintain effective liaison with relevant stakeholders such as Department of Defense (DOD), Department of State (DOS), Bureau of Population, Refugees, and Migration (PRM), United Nations Children’s Fund (UNICEF), United Nations High Commissioner for Refugees (UNHCR), etc.) on Protection-related matters.
- Liaise with, and provide technical and programmatic advice, guidance, and recommendations to relevant IOM and interagency partner teams on protection, including in relation to NFIs, operations, education, Camp Coordination and Camp Management (CCCM), shelter and Water, Sanitation and Hygiene (WASH).
- Prepare and consolidate weekly and interim reports on protection activities, challenges, and recommendations.
- Represent IOM at interagency meetings and for a related to protection.
- Ensure the provision of administrative and logistical support to meet programme needs, including procurement and tracking of programme items/stock.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Psychology, Sociology, Political Science, Public Administration Management, Anthropology Work, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience working with at-risk community members, migrants, persons with different cultural background;
- Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
- Experience in working in a multi-cultural environment; and,
- Experience in team management and coordination;
Skills
- Excellent knowledge and skills in MHPSS programming resilience, psychosocial support,community-based activities, development, and mobilization, especially in an humanitarian context;
- Proven organizational, facilitation, communication, writing and presentations skills;
- Excellent work ethics and have commitment to humanitarian principles;
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
- Knowledge and experience in facilitating training and developing curricula;
- Proficient in MS Office applications;
- Knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
- Knowledge of Protection principles and IOM policies and procedures;
- Commitment to help persons of concern and willingness to cooperate with counterparts;
- Good analytical skills; and,
- Sound interpersonal and communication skills in a multi-cultural setting.
Languages
IOM’s official languages are English, French, and Spanish.
