Technical support on protection to the project

Emergency response to support those most affected by Typhoon Rai in 5 provinces in the Philippines

I- Context

Humanity & Inclusion (HI) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

HI in the Philippines has been operational since 1985 and is one of the key organizations in the disability sector in the country. An operational strategy for the Philippines and Indonesia was developed from 2020-to 2023 which aims to foster meaningful participation of people at risk of exclusion towards the improvement of their safety, resilience, and quality of life and will focus on the following frameworks:

· Employment & Livelihood Support vulnerable peoples’ access to sustainable and resilient livelihoods;

· Protection & Risk Reduction-save lives, reduce risks, and boost the resilience of vulnerable people and communities;

· Health & Prevention-Promote health and well-being of vulnerable people of all ages, and prevent disabilities.

HI currently implements the following projects:

· Implementation of the System for Prevention, Early Identification, Referral, and Intervention of Delays, Disorders, and Disabilities in Early Childhood (PEIRIDDDEC) funded by UNICEF. This project aims to establish and strengthen current systems for prevention, early identification, referral, and interventions for developmental delays, by equipping grassroots ECCD providers with the necessary knowledge, skills, and tools to provide inclusive service

· Empowering municipalities, barangays, CSOs, and people’s organizations through working together to enhance disaster and climate risk governance (EMPOWER) funded by the European Union. It contributes to strengthening the resilience of high-risk communities by reinforcing civil society relevance in disaster and climate risk governance

· Strengthening Urban Preparedness through Scaling Up of Pre-emptive Action in Mindanao (SUPPA Phase 2) funded by ECHO. This project aims to strengthen the disaster preparedness of the most vulnerable and reduce the vulnerability of at-risk communities in urban areas by scaling up forecast-based pre-emptive actions, enhancing emergency response mechanisms and protection

· T***owards Greater Impact for Forecast-based Early Action Approaches (I2A)*** funded by GFFO. The project Enhance positive impact for vulnerable populations most at risk of disaster through better evidence and pilots on Forecast-based Early Action, with an emphasis on addressing gaps and scaling up good practice for inclusive, people-centred anticipatory approaches

· Forward Together: Empowering Youth with Disabilities (FT Phase 2) is funded by the insurance company FWD. The project contributes to improving access to employment and entrepreneurship opportunities for youth with disabilities in Indonesia, the Philippines, Vietnam

Super Typhoon Odette (International name Rai) categorized as the strongest typhoon hit the Philippines in 2021 (December 16) affecting and displacing families. Odette severely destroyed key infrastructure (public and private) in several towns in the Visayas and Mindanao, destroying livelihoods and houses. According to a United Nations report (Humanitarian Needs & Priorities), an estimated 9.9 million people are severely affected in six regions, and around 2.4 people need assistance[1]. There are 33,566 persons currently taking temporary shelter in 455 evacuation centers in VI, VII, VIII, X, and Caraga (DSWD DROMIC[2] and an estimated 7,300 reported casualties or missing[3]

The typhoon has hit several Geographically isolated and disadvantaged isolated areas (GIDA), affecting a large number of highly vulnerable people living below or close to the poverty line. The basic needs of communities affected by typhoons remain largely unmet. To address these needs, consortium partners (composed of OXFAM, Save the Children, and HI) were organized to provide lifesaving humanitarian assistance and contribute to increasing the dignity of the most at-risk men, women, children, older people, and persons with disabilities through the provision of shelter, protection, and education in emergency Bohol, Southern Leyte, and Surigao Del Norte Provinces. HI is in charge to implement all activities of the project in 3 municipalities of Bohol and has the technical lead on Protection. As part of this responsibility, HI is providing technical support and analysis to all consortium members.

The expected result of the Protection component aims to mitigate protection risks and reduce vulnerability by increasing capacity for self-protection and strengthening resilience. And the activities are defined as follow:

  1. Conduct of community awareness on GVB, child protection and access to protection services to prevent protection risks and strengthen referrals for TY Rai affected communities

  2. Support referral and follow-up of vulnerable individuals and HH to relevant protection service providers, including for GBV survivors or child protection cases, in collaboration with DSWD, civil registration, among others

  3. Train service providers and CBOs in the target areas on protection issues and psychosocial support group sessions for community members

  4. Strengthen community-based protection mechanism

  5. Set-up complaint and feedback mechanism and conduct beneficiary feedback monitoring survey, to ensure appropriate channels for raising protection-related concerns are functional and accessibility

  6. Support specific needs of persons with disabilities through the provision of mobility devices and functional rehabilitation consultations

Consultant in country will be prioritized but HI can consider consultant working in remote with regular travels in country. This should be integrated in the financial proposal.

II- DESCRIPTION OF THE EXPECTED SERVICE

Objective of the consultancy!

The overall objective of this consultancy is to provide technical support in terms of protection mainstreaming in all project sectors as well as on the specific protection intervention and response activities targeting populations affected by typhoon Odette in Bohol, Southern Leyte, and Surigao Del Norte Provinces.

Expected results:

ER 1: The Tyhpoon Odette response project is receiving the appropriate and relevant technical support

1.1 Under the guidance of HQ protection technical specialist, ensures technical support to the project in line with the global technical frameworks and standards in protection

· Provides adequate technical guidance, advice, and support to the Project Manager, supervisors and officers in line with strategies, standards, and mandatory transversal approaches.

· Develops and facilitates technical capacity building on general protection, GBV and child protection.

· Ensures adequate support to multi-sector responses within projects in coordination with other technical specialists (inclusion, MHPSS, etc.)

· Provides support to project team in the development of Project Implementation Plan/Activity planning using PM Box, Monitoring & Evaluation Plan, databases, etc. based on HI Planning Monitoring and Evaluation policy.

· Ensures a local sectorial watch, best practices to adopt within his/her sectorial scope.

· Contributes to recruitment and induction under his/her sectoral scope.

· Develops protection tools and guidance tailored to the context and project activities.

1.2 Ensures technical learning from the project

· Contributes to projects’ capitalization and ensures incorporation of best practices and lessons learnt

1.3 Ensures the control & monitoring of the technical quality and the relevance of HI’s protection activities

· Ensures regular technical quality control of the project with adequate tools, issues recommendations in the event of a significant deviation from standards as well as planned activities and targets. The consultant makes sure that recommendations are acted upon. .

· Ensure technical coherence of the approach and methodology on all the components of the PIN projects in protection

ER 2: Contributions to local and national fora are provided on a timely and quality manner

2.1 Contributes to HI visibility in protection coordination fora.

· Represents the technical expertise of HI in relevant networks, working groups, Clusters, and Task Forces, with a focus on the protection Cluster.

· Makes sure that HI protection activities are in line with Cluster guidance and priorities to the extent possible.

ER 3. Areas of development are identified and possible project proposals integrates appropriate inputs and contributions

3.1 Contributes to the development of protection project proposals if new funding opportunities are identified

· Leads on the protection needs assessments and and contributes to context analysis.

· Contributes to project design and proposal writing.

· Contributes to identifying & developing local partnerships and/or consortiums with I/NGOs, CSOs, governments, Institutions, on technical priorities or important topics in the program under his/her sectorial scope

· Submits a comprehensive final report on implementation challenges and achievements as well as recommendations on the way forward..)

II. Consultant Profile

  • A Bachelor’s/Master’s degree in humanitarian, development studies, social work social science, human rights or equivalent/relevant field.
  • Minimum of 5 years of experience in humanitarian projects, protection mainstreaming, GBV, and child protection with an INGO
  • Strong working experience and in-depth knowledge of the main GBV/CP/ Protection key guidance and principles
  • Proven experience in technical assistance for external actors on GBV/CP/Protection mainstreaming
  • Proven experience providing protection technical guidance throughout the project cycle and ensuring technical support to the project team when gaps of expertise are identified
  • Proven skills in developing tools and guidelines for field teams including access to services, support to survivors, community-based protection, Case Management and safe spaces
  • Experience leading protection needs assessments and analysis and knowledge of inclusive safety & ethics principles for data collection
  • Experience establishing referrals pathways to access services including GBV services as well as assessing the quality and accessibility of services available
  • Strong familiarity with DGA (disability, gender, and age) based violence, protection mainstreaming, and the prevention of sexual exploitation and abuse (PSEA).
  • Proven experience in developing training materials, facilitating training through a variety of modalities and conducting capacity-building assessments on GBV/CP/Protection mainstreaming.
  • Experience in the adaptation and application of GBV, PSEA, CP, and protection mainstreaming guiding principles at the field level through the development of SOPs.
  • Analytic thinking including leadership of multi-cultural and multi-sector teams, on-site and remotely
  • Experience working with protection actors and professional groups

III. DURATION, PLACE OF PERFORMANCE OF THE SERVICE

Start date: April 15, 2022

End date: August 25, 2022

Place of performance: the support can be provided in remote with field missions.

The support is proposed per number of working days and is estimated to, be 025 FTE.

IV- Reports

The consultant will provide a monthly report of his/her intervention, reporting the action carried out and support provided and including the material developed.

At the end of the consultancy, a final report will be submitted including all materials developed as part of the project.

The technical proposition should include the following:

  • A Curriculum vitae (max. 3 pages)
  • Technical proposition for the consultancy presenting the approaches, methodology of work, and past successful experiences

  • A financial quotation, indicating a daily fee (EUR) per full working day (the financial proposition should separate the consultancy fee and the ancillary costs, etc.)

Consultancy inclusions and budget:

  • The consultant will use his/her software, tools, hardware, supplies, and equipment;
  • All travel and expenses (including food, transportation, hotel,) will be covered subject to the approval of the budget manager upon submission of the travel authority form

II- CONTACT PERSON

During the performance of the service, the consultant will be required to work in liaison with HI project teams, and notably with PIN Technical Unit Manager (TUM) who will be his contact person for this action.**
