The Program / Department / Team (Program / Department Summary)
Global Procurement and Logistics (GPL) provides support to Mercy Corps’ HQ and field operations in the areas of procurement and sourcing, compliance with internal policies and procedures, and enablement of the FP3/HP3/HP3E policies by leveraging industry best practices and platforms such as SAP Ariba. “Source to Pay” (S2P), is a project team within GPL, responsible for leading and coordinating implementation of the SAP Ariba Sourcing, Contracting and Procurement solution, known internally as “ProSource”
The Position (General Position Summary)
The S2P Application Administrator is responsible for supporting key projects and process improvement initiatives for Mercy Corps’ GPL group, ProSource, and as the system relates to Mercy Corps’ other core business systems. In coordination with GPL, Information Technology (IT) and Finance departments, the S2P Application Administrator is responsible for the smooth functioning of the ProSource system using global standards while supporting country requirements, including ongoing daily performance/reliability, release testing, interdepartmental support, Integrations and other system related issues.
Essential Responsibilities
Global Procurement System (ProSource)
- Manage the prioritization process for system related requests and ongoing administration to ensure strategic business objectives are met and risk is managed.
- Research, recommend, develop and test system functionality as needed to meet business requirements. Analyze current tools, processes or data structures and make recommendations for improvement or simplification. Provide on-going support to GPL and S2P team members in support of stated goals for efficient transaction processing, report development, and data management.
- Manage the ProSource Support Strategy and monitor the overall usage of the Procurement Systems Help Desk. Collaborate with users, GPL, Finance, vendors and IT to troubleshoot and resolve procurement system issues and document resolution steps. In coordination with IT, manage the migration of significant release functionality (e.g. mostly configuration changes), upgrades and enhancements for all assigned system environments, including testing, documentation and end user acceptance.
- Ensure user support coverage in accordance with the agreed Service Level Agreement (SLA) and perform or oversee system administration functions including user set-up, roles and permission management and other configurations.
- Support ProSource-related system projects in coordination with GPL business requirements and SLAs, as defined by agreed project objectives including business requirements, timelines and budget. Work with internal and external stakeholders to develop project charters, implementation plans, budgets and resource plans to deliver system and process enhancements.
- Understand stakeholders’ needs by engaging in user interviews, conducting secondary research, and soliciting guidance from GPL team, finance teams, HQ teams, and field teams.
- Managing SAP Ariba master data and any master data related issues, ensuring continuous improvement by flagging automation opportunities and working with the business process architect & project manager to actualize these improvements.
- Assist in translating requirements and use cases into test conditions and expected results for product and user acceptance testing.
Country Procurement and Financial Systems
- Oversee the country procurement report development, testing, access and distribution processes, ensuring that timely, accurate and meaningful reports are available to GPL and country teams.
- In coordination with IT, research, recommend, develop and test new reporting methodologies, including business intelligence tools, as needed to meet business requirements.
Mercy Corps Business Systems
- Represent GPL in the Enterprise Data Governance (EDG) team meetings. Provide guidance to management regarding long-term system objectives as they relate to organizational goals.
- Serve as a consultant, stakeholder representative and/or project team member on other project teams implementing related system projects. Ensure efficient integrations and common data management while working closely with project and development teams.
- Control ProSource user account management and scheduled jobs, and support other ProSource application administrator processes.
- Design and implement monitoring tools and analytics to ensure ProSource use compliance and efficiency

Reports Directly To: Business Process Architect.
Works Directly With: GPL, FCSU, Information Technology, Corporate Finance, International Finance, Mercy Corps Europe’ Finance Department, cross-operations departments including People and Strategy, Monitoring and Evaluation, Country offices, etc.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills
- BA/S or equivalent in business administration, Operations/Logistics or related field is required
- 5 years of experience in business systems analysis, process design and systems integrations.
- Demonstrated knowledge and understanding of rules and regulations governing procurement for grants from US Government and other agencies is preferred.
- Strong understanding of SAP Ariba reporting, data and integration platform, including direct work experience using, supporting and extending Ariba functionality.
- Strong Microsoft Office products skills
- Previous work creating and managing documentation on collaboration platforms such as G-Suite, SharePoint, etc.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting.
