Position Objective: Provide services as a Scientific Program Analyst (Scientific Coding Database Management) in support of the overall functions of the National Institute of Nursing Research (NINR) within the National Institutes of Health (NIH). Using NIH systems and tools, and RCDC categories to establish and implement databases and processes for ongoing, internal-NINR portfolio planning and reporting activities.

Duties And Responsibilities

  • Organize and maintain project documentation and communications; track project progress using project management tools.
  • Conduct search for material for a specific programmatic need, using a database to search for material in many cases.
  • Prepare scientific and programmatic presentation materials such as tables, graphs, slides, abstracts, posters and overheads by assimilating and mastering the scientific data and programmatic con-text for use at presentations and meetings.
  • Design, develop and maintain databases, Listservs, spreadsheets, PowerPoint presentations and other computer applications.
  • Develop and curate NIH-RCDC analytical categories to track research outcomes
  • Develop and maintain standardized datasets/databases and related processes for regular reporting
  • Develop standardized processes for ongoing, collaborative, category validation
  • Work with staff to identify key issues and track action items and tasks, providing deadline reminders to Program staff and update and maintain spreadsheets of relevant information.
  • Give regular progress reports to sponsor and stakeholders.
  • Ensure that all aspects of the programs are tracked and reported, key milestones and deliverables dates are known and adhered to, and that all individuals and partners involved are kept appraised of progress of integrated tasks and next steps.
  • Analyze program activities, via internal systems and/or NIH systems, to identify issues and develop recommendations for improvement.
  • Work with staff to assist and conduct management and administrative analysis; evaluate procedures, policies, processes and systems for the purpose of improving efficiency.
  • Define problems; analyze alternatives; recommend solutions to complete problems affecting the conduct of research programs.
  • Obtain information and data; review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edit and/or prepare text, data and charts. 5
  • Track project progress and provide regular reports. 3
  • Prepare complete technical reports, formal progress reports, monthly status reports and special technical correspondence and memos. 4
  • Provide project planning and project management strategies to efficiently approach complex tasks. 2
  • Collaborate with staff to plan and carry out special studies and analyses of the research portfolios. 1
  • Establish and maintain data analytics tools for analysis.
  • Development and curation of RCDC analytical categories to track research associated with the NINR’s research priorities. – Monthly
  • Development and curation of standardized datasets/databases and related processes for regular reporting of NINR outputs and outcomes – Monthly
  • Development and refinement of a standardized process (or processes) for ongoing, collaborative, category validation by NINR scientists. – Monthly

Basic Qualifications

  • Master’s degree in statistics and decision science, public policy, community and public health, or a related discipline.
  • Experience with coding and classification of grants, data analysis, data cleaning, and reports.
  • Knowledge of NIH grants and funding mechanisms.
  • Skilled in Statistical Package for the Social Sciences (SPSS), Statistical Analysis System (SAS), NIH Reporting Analysis Applications, Python, and Excel.

Minimum Qualifications

  • Ability to multi-task and pay close attention to detail.
  • Excellent analytical, organizational and time management skills.
  • Strong communication skills, both oral and written.
