DRS is looking, on behalf of our client, an international NGO, for a skilled Senior Human Resources Officer, Operations Unit (OPE), to be based in Brussels, Belgium to support the NGO’s operations. The Senior Human Resources Officer will be reporting to the Chief Operating Officer and will lead the HR Team. He/She will support the NGO to recruit and retain talents, develop policies and procedures, and make the company an inspiring and rewarding working place, in compliance with Belgian labour laws.

Duties and responsibilities:

Human resources administration

  • Deliver and maintain efficient and effective HR systems;
  • Manage the monthly payroll administration and related benefits in cooperation with the third party providers and the Finance team, and keep track of employee leave days;
  • Oversee all employees’ and consultants’ contracts and ensure their compliance with the Belgian legislation;
  • Maintain efficiently an updated filing system (physical and electronic files) of all administrative files ensuring strict confidentiality;
  • Manage the process of recruitment of team members (employees and consultants)
  • Ensure that induction is provided to new employees;
  • Be the point of contact for the HR related matters and keep up-to-date on Belgian labour legislation;
  • Review employment and working conditions to ensure legal compliance, in coordination with the Belgian Social Secretariat;
  • Ensure the reliability and integration of personnel-related data and reporting to various bodies;
  • Support external audits in cooperation with the Finance team to deliver solutions to identified HR issues;

HR Strategy development and maintenance

  • Act as a partner to both the senior management and employees in the provision of advice and support across the range of HR activities including employee relations, recruitment, performance management, contracting, promotion, and HR records;
  • Support strategic and operational business changes and developments;
  • Support the implementation of the Skills Review and Staff Wellbeing projects;
  • Take a lead role in the implementation of the organisation-wide effective onboarding plans and system;
  • Contribute to the constant improvement of the updated HR policies, and evaluate human resources (staff development/recruitment) needs in consultation with senior management;
  • Support the performance management processes and organisational development through learning and development activities;
  • Support the management on sensitive matters including disciplinary and grievances, potential violations of work regulations and code of conduct and complex employee relations matters, etc;
  • Act as HR ambassador to promote good working culture and team spirit;
  • Participate at the staff committee when required
  • Analyse work processes from a quality and risk management perspective, diagnose operational problems, and establish the necessary improvement projects in collaboration with the line management;

Profile

  • University degree in Human Resources Management; Human Resource Development; Personnel Administration; Business Administration; or other relevant fields;
  • At least 5 years of experience in an equivalent position;
  • Excellent command of English and at least one of the two official languages of the Brussels region (French and Dutch). Any other EU language is a plus;
  • Excellent knowledge of HR functions (pay & benefits, recruitment, onboarding, evaluation, training & development, legal, etc.)

The Company offers

  • Employment contract (open-ended Belgian contract);
  • Salary based on 13.92 months and commensurate to the position and experience;
  • Benefits package which includes luncheon vouchers, hospital insurance, maternity and parental benefits, pension plan, and contribution to transportation;
  • 40h/week including 12 RTT days per year;
  • Orange SIM card;
  • Contribution to teleworking allowance: €15.
