Summary Statement:
The U.S. Agency for International Development (USAID) is at the forefront of the U.S. Government’s (USG) response in the fight against HIV/AIDS. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this multi-billion-dollar initiative in developing countries around the world.
The Office of HIV/AIDS (OHA) has overarching responsibility for the full range of USAID’s HIV/AIDS programs and serves as the Agency’s lead office for implementing PEPFAR. The Office also serves as the Agency’s overall focal point for both the Global Fund and UNAIDS. OHA provides strategic direction, technical leadership, and support to country programs in HIV/AIDS and health systems strengthening. It provides input on decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. GH/OHA is composed of eight Divisions and 25 Branches.
The Multilateral Branch focuses on facilitating and supporting USAID’s partnerships with multilateral entities, with a primary focus on the Global Fund and UNAIDS. The Branch coordinates program and policy activities between USAID, USG agencies, the Global Fund, and UNAIDS as well as supports USAID Missions on country-specific Global Fund and UNAIDS-related issues. The Branch also provides technical and policy leadership at headquarters on multilateral issues. The Branch is directly responsible for planning, managing, and monitoring HIV and cross-disease technical assistance mechanisms to support Global Fund programming. The Branch works closely with several USAID offices and divisions, including the President’s Malaria Initiative, the Tuberculosis Team, and the Office of Health Systems as well as with multiple USG agencies, such as the Office of the Global AIDS Coordinator, the Department of Health and Human Services, and the Centers for Disease Control and Prevention.
Job Requirements
The Senior Multilateral Policy Advisor will serve as a key member of the Multilateral Branch, with responsibility to provide strategic policy guidance for projects managed by the Branch; work closely with the development of briefers, taskers, and other information requests for the Branch; assist in coordination with USG agencies, multilateral organizations, bilateral donors, USAID Headquarters/Missions, and implementing partners on Global Fund and UNAIDS related issues; support the OHA Multilateral Community of Practice; coordinate USAID’s inputs for the interagency processes related to Global Fund and UNAIDS Board and Committee preparations; and analyze and provide recommendations on Global Fund and UNAIDS policies and programming. The Senior Multilateral Policy Advisor will keep abreast of current multilateral and bilateral developments in HIV/AIDS and will establish and maintain close working relationships with other USAID teams and operating units, the Office of the Global AIDS Coordinator (S/GAC) and other USG agencies, multilateral organizations, and with representatives of public, private and not-for-profit organizations working in the health sector. This position receives day to day guidance from the Multilateral Branch Chief.
Responsibilities
The primary responsibilities of the Senior Multilateral Policy Advisor include:
- Providing strategic policy guidance for projects managed by the Branch.
- Support the development of briefers, taskers, and other information requests for the Branch.
- Assisting in coordination with USG agencies, multilateral organizations, bilateral donors, USAID Headquarters/Missions, and implementing partners on Global Fund and UNAIDS related issues.
- Managing the OHA Multilateral Community of Practice.
- Coordinating USAID’s inputs for the interagency processes related to Global Fund and UNAIDS Board and Committee preparations.
- Analyzing and provide recommendations on Global Fund and UNAIDS policies and programming.
- Providing policy guidance to USAID Missions on the Global Fund’s and UNAIDS’ policies/processes as well as on USAID-supported technical assistance for Global Fund grants in the areas of HIV/AIDS and health systems strengthening.
- Assist in communicating lessons learned, best practices, and results of multilateral collaboration and Global Fund technical assistance.
- Developing and strengthening working relationships with staff at other US government agencies, multilateral organizations, and bilateral donor agencies to increase collaboration around USAID/OHA priorities and positions.
- Coordinating with other USAID divisions/staff and USG agencies on Global Fund and UNAIDS-related policy and implementation issues.
- Providing strategic input to donor coordination meetings with the Global Fund, UNAIDS, and other technical assistance donors/providers.
- Keeping informed of evolving multilateral and bilateral donor partner environments with regards to policies/processes, HIV/AIDS, health systems strengthening, country coordination, and technical assistance provision.
- Providing multilateral policy guidance to assigned OHA countries/technical clusters.
- Participating in professional continuing education, skills training, and professional meetings to enhance relevant technical skills and career development.
Qualifications
- Ability to obtain and maintain a Secret clearance.
- Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience.
- US citizenship with the ability to obtain and maintain Secret Security Clearance is required.
- Strong understanding of Global Fund, UNAIDS and other UN Agencies, the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI), USG TB Programs, and other USG health programs, bilateral donors, and foundations
- Long-term experience analyzing and providing recommendations on policy issues related to multilateral organizations and foundations preferred.
- Demonstrated experience supporting development of and writing briefers, taskers, and other information requests.
- Demonstrated ability to effectively coordinate multiple stakeholders with varying goals and objectives.
- Proven interpersonal and diplomacy skills, including the ability to develop rapport and effective working relationships with USG, national and international working partners at all levels, local organizations, and other program partners.
- Excellent writing, editing, and presentation skills.
- High level of judgment, flexibility, ingenuity, and originality to develop policies and to analyze, develop, monitor, and evaluate policy implementation.
- Strong leadership, group facilitation, and negotiation skills.
- Fluency in French, Spanish, or Portuguese strongly desired.
- US Citizenship or US Permanent Residency required.
- Ability to travel internationally.
- International travel approximately 25%.
