The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. In 2014 and recently, the ICRC expanded its presence in Ukraine. There are more than 600 ICRC staff working in Kyiv, Donetsk, Luhansk, Dnipro, Poltava, Lviv, Odesa and Vynnytsia.
The ICRC Delegation seeks to fill the following position ( based in Luhansk): Staff Health Officer
PURPOSE
Staff Health Officer is the focal point for all matters related to the health of the ICRC staff. In line with the ICRC staff health strategy, and in collaboration with other relevant departments, s/he promotes and maintains the physical and mental health of ICRC staff. S/he implements the staff health strategy in seven identified domains: 1. Staff health policy; 2. Prevention; 3. Health care and medical emergencies; 4. Stress management and crisis situations; 5. Health insurances; 6. Management of medical information; 7. Monitoring, assessment and feedback.
RELATIONSHIPS
- Internally, interacts within the ICRC delegation in Kyiv and sub sites within Ukraine, as well as with RH_COE_SAN at Geneva headquarters.
- At regional level, interacts with the Regional Staff Health Coordinator.
- Externally, maintains working relations with clinics/hospitals/insurance companies and other agencies as needed, regarding the health of our staff.
GENERAL RESPONSIBILITIES
- Understands and adheres to the Fundamental Principles of the work of the ICRC
- Understands and adheres to the ICRC Code of Conduct
- Respects and observes staff regulations and security rules at all times
- Represents the ICRC in a professional manner at all times
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
- STAFF HEALTH
- Carries out individual and collective health briefings for all new ICRC staff both expatriate and resident, based on an updated health risk assessment
- Provides advice and support to staff with health problems
- Facilitates the implementation of ICRC staff health policies
- Supports and delivers institutional trainings related to Staff Health (First Aid Training, etc.)
- Remains available via phone outside working hours, to provide medical advice and assistance to the ICRC colleagues in case of medical emergency
- Implements and follows up on ICRC stress policy; carries out Stress Management practices – this activity is organized upon need, in coordination with MHPSS colleagues
- Carries out and supervises (where appropriate) activities related to health insurance for resident staff and their dependents
- Assists in explaining and providing information on employees’ benefits related to ICRC health insurance
- Validates medical reimbursement of invoices incurred by staff undergoing medical treatment
- Evaluates the medical structures available and quality of services provided; identifies and monitors services for the referral and treatment of ICRC staff
- Collects accurate and reliable data on illnesses, accidents and absenteeism, with a view to providing statistics on illnesses and the medical risks taken by all staff
- Reports to Regional Staff Health Coordinator on staff Health activities (using standard reporting tool = SHAD)
- Reports to management and provides expert advice recommendations on issues related to the staff health
- Registers and treats information (general and specific) accurately and with confidentially; ensures that medical confidentiality is respected
- Acts as a focal point for staff health guidelines, preventive measures, contingency plan and case management during crisis cell operations
- Collaboratively updates and disseminates Medical Contingency Panning when needed
2. SAFETY AND SECURITY AT WORK
- Supports the HRM in the implementation of health related policies
- Responsible for safety at work file and preparation of related documents
- Assists in ensuring medical check-up before hiring and during employment when needed
- Assists in ensuring that all staff are adequately insured within their country and when travelling professionally, as well as provides related explanation to staff
ADDITIONAL DUTIES
- Follows up on all work-related messages and correspondence with the relevant contacts and departments
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
- Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
- Takes responsibility for his/her own professional learning and development
