NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The purpose of the HR Officer position is to provide core HR activities that support a quality service delivery to staff, across the spectrum of day-to-day HR activities. To work closely with the HR team on delivering various HR initiatives, including recruitment, onboarding, retention initiatives, performance management, employee relations, diversity and inclusion, talent management, and other support to key stakeholders in accordance with NRC’s HR policies and procedures and relevant donor guidelines.

Generic responsibilities

  1. Ensure adherence and compliance to NRC policies and the local labor law in all procedures and processes.
  2. Ensure compliance with HR function strategy, tools, handbooks, guidelines, and standards.
  3. Implement delegated support function portfolio according to the plan of action.
  4. Prepare and develop HR & Recruitment reports as required by management.
  5. Ensure proper filing of documents related to HR.
  6. Promote and share ideas for improvement of the support function.
  7. Ensure that staff records are up to date and filed appropriately.
  8. Manage and coordinate the onboarding process for all staff.
  9. Advise and support Line Managers in basic HR processes.
  10. Support in any other issue relevant to the HR function.

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  1. Focal point for field national staff to share personal updates and related documents to file in their personal folders and share monthly updates to reflect on the monthly payroll.
  2. Prepare and follow up on daily workers’ payments.
  3. Act as the focal point for medical insurance in the area office for national staff.
  4. Handle the full recruitment processes for national staff and daily workers.
  5. In collaboration with Compliance and Finance, be the HR focal point for any audit or compliance requests.
  6. Focal point for NRC people, share staff updates (adding, removing, and any other changes) for Amman and field staff.
  7. Focal point for ICT, activate and deactivate emails and issue sim cards, in addition, share the monthly staff update.
  8. Maintain and update the contact list and organogram for Amman and field staff.
  9. Responsible for tracking and following up on daily workers’ records and providing periodic reports to the line manager.
  10. Ensure proper follow-up on maintaining updated Performance Management records for staff, and update relevant trackers.
  11. Follow up and keep the HR database (staff and daily workers) and all trackers updated for Amman and field staff.
  12. Ensure that HR archives are in use and maintained according to the NRC regulations (both hard and soft copies).
  13. Ensure confidentiality of HR-related information and handle it with sensitivity and care.
  14. Ensure adherence to national labor law in all HR processes and procedures.
  15. Fulfill any other HR-related tasks that may be assigned by the line manager.

• Experience working within HR function(s) in a humanitarian/ recovery context.

• Fluency in Arabic and English, both written and verbal.

Context/specific skills, knowledge and experience
• Bachelor’s degree in business administration, social studies, or other related disciplines.
• At least 3 years of working experience in a similar role.
• Previous experience working in complex and volatile contexts.
• Knowledge of HR functions (compensation & benefits, recruitment, training & development etc.).
• Understanding of labor laws and disciplinary procedures.
• Proficiency in MS Office Suite (Word, Excel, PPT, Visio) as well as capacity to operate in databases including HRIS, etc.
• Strong communication and interpersonal skills.
• Strong organisational and teamwork skills.
• Good cultural awareness and sensitivity.
• Highly approachable, trustworthy, and confidential.
