PURPOSE OF POSITION:

ARK is looking to hire a Strategic Communications Subject Matter Expert with expertise in campaign development, capacity building/mentoring and project management. Note: this is a full-time consultancy contract position. This position is a part of the National Security Assistance Program, funded by UK CSSF, designed to improve the capability of the Lebanese Army and will report to the head of the strategic advisory and insights department.

KEY RESPONSIBILITIES:

  • Provide daily mentoring to officers and soldiers during the development and delivery of the yearly strategic communications plan.
  • Guide the development and execution of communications campaigns.
  • Liaise with the project’s different stakeholders to generate buy-in for the project’s objectives.
  • Ensure the information campaign SOP is being adhered to and ensure continued institutionalisation and capacity development.
  • Ensure all mentoring support is in line with project outputs and outcomes and reports weekly on progress against milestones.

SKILLS, KNOWLEDGE AND EXPERIENCE:

Essential

  • 8 years+ experience in the field of Strategic Communications (preferably in an institutional setting);
  • Experience creating and disseminating strategic communication campaigns;
  • Demonstrable experience working with governmental stakeholders in sensitive contexts;
  • Full professional proficiency in English and advanced writing skills;
  • Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information;
  • Project management expertise.
  • Ability to work under pressure, manage multiple tasks simultaneously and meet deadlines;
  • Accuracy, attention to detail with the ability to work collaboratively as part of a team using a solutions-oriented approach;
  • Demonstrated ability to work effectively as a member of a fast-moving team, willingness to contribute at different levels required to achieve success, self-motivated and ability to work independently;
  • Experience of working in fragile and conflict-affected states.

Desirable

  • A Masters degree in communications, political science, international relations, sociology, development studies, conflict studies, international human rights law, or related fields.
  • Up-to-date understanding of key socio-economic, political and security dynamics in Lebanon and the Middle East more broadly.
  • Demonstrable experience working with governmental stakeholders in sensitive contexts.
  • Previous military experience or experience of working with the military in a civilian capacity.
