Nathan is seeking an IDIQ Manager for the anticipated USAID Office of Transition Initiatives (USAID/OTI) Support Which Implements Fast Transition (SWIFT) IDIQ a global contract that implements political transition programming. The IDIQ Manager will provide technical guidance on work in transition contexts and support business development needs under the IDIQ. They will also serve as Nathan’s designated person for the overall and day-to-day management of contract performance of the Task Orders and coordination and communications with the OTI TOCOR.

Job Description:

Project Management

  • Serve as the primary point of contact with the IDIQ COR and CO;
  • Responsible for the administration and management of the IDIQ, including submitting IDIQ-level reporting requirements;
  • Responsible for coordination across Task Orders including mentoring, training, and guiding Task Order staff;
  • Work with USAID to resolve issues (across Task Orders or at individual Task Order levels) and share lessons learned and best practices;
  • Serve in field-based operational or program role on specific task orders including start-up or close-out support, temporary coverage, surge needs, or specific program support or technical assignments;
  • Ensure compliance with corporate and client regulations.

Business Development

  • Serve as technical lead, technical writer, or technical advisor for relevant stabilization-related proposals;
  • Foster relationships with the Office of Transition Initiatives (OTI) and other USAID offices and agencies;
  • Market and outreach to key clients, partners, and stakeholders across stabilization-related work.
  • Enhance Nathan’s reputation capital by participating in conferences, working groups, and other professional networks;
  • Other duties as required.

Qualifications:

  • Advanced degree in a relevant field in conflict resolution and stabilization, international affairs, or other relevant technical areas required.
  • At least 10 years of project management experience required with a USG foreign affairs agency, international assistance organization, or non-governmental organization, in community development, economic development, mediation/arbitration, conflict resolution and stabilization, youth and workforce development, democracy and governance, international law, human rights activities, and/or political analysis;
  • Experience with grants development, design, and delivery;
  • Experience living and or working in countries undergoing political instability or conflict-affected environments preferred;
  • Proven experience and knowledge of FAR, USAID ADS, AIDAR, and business practices;
  • Prior Chief of Party and/or field-based technical and management experience with OTI;
  • Demonstrated leadership, decision-making, team building, and management skills;
  • Positive track record of leading and writing winning USAID and other donor-funded proposals.
