IN GENERAL about the project

Solidarités International (SI) and its implementing partner Concern Worldwide (CWW) have now a long presence in NES, providing multiple services, from first emergency to for sustainable response. Concern is working hard to alleviate suffering in Northeast Syria. To do this, Concern delivers a multi-sectoral package of support that includes Food, Clean water, Livelihoods, Education and Protection services. This is across both emergency to resilience building to strengthen household capacity to respond to the shocks within the Syria context as a result of both man-made and natural hazards.

Through this project, the two partners are implementing the second phase of a project aiming at creating safe learning environments for school children, and at the same time, increase the employment opportunities of vulnerable youth and in addition to create social cohesion and well-being by rehabilitating community infrastructures. During Phase I which ended November 30th, 2021, fourteen schools were rehabilitated and provide now a safe learning environment for students in Raqqa and Hasakeh, and 358 boys and girls were enrolled in non-formal education services. This phase II provides a comprehensive package for school rehabilitation, targeting a total of 24 schools, together with the delivering of formal and non formal education activities including teachers training activities for rehabilitated schools and supporting outcomes of education and Vocational trainings as applicable.

. A third result has also been added, aiming at rehabilitating community infrastructure in order to create safe spaced for children, women and their families.

objective of the THIRD-PARTY Monitoring

To verify project outputs and ensure that implementation on the ground corresponds to implementation plan, strategy and technical specifications outlined in the project proposal.

Specifically, the TPM will be responsible for:

    • Direct observation and verification of implementation and its process at site;
      – Monitoring and verification of SI and CW activities in locations where SI or CWW has limited or no access
      – Beneficiary verification and feedback mechanism for accountability to beneficiaries within the scope of school rehabilitation, education activities and vocational training activities
      – Provide objective evidence of works in the field, according to SI and CWW response strategy and activities planning;
      – Situational analysis, identify implementation related challenges and
      – Provide recommendations to improve quality;

Note: School academic including vacation schedule to be consider in implementation status and monitoring of the project activities as and where applicable.

Your Profile

In general, the TPM consultant/ consulting firm will combine the following criteria:

  • A solid and diversified experience in Third Party Monitoring of humanitarian assistance activities and information management and information systems
  • Experience in Monitoring of Education, school rehabilitation and vocational training related interventions (preferably in emergency context for reputed donor agencies and international organizations
  • Strong knowledge on data collection, analysis and protection
  • Experience on managing monitoring assignment in remote management settings
  • Full working knowledge of English and excellent report writing,
  • Full working knowledge of Arabic and other local languages such as Kurdish
  • A proven record of experience in conducting similar assignments, especially in NES.

  • Financial proposal. Includes breakdown of costs such as consultant fee, training, stationary, traveling and lodging etc.

  • Consultant/ consulting firm profile:

    • Training and qualifications
    • Professional experience (if relevant to consultancy, specific skills and/or specific context conditions)
    • Experience in TPM/evaluation/research
    • Experience in facilitating learning and participatory processes (in the case of a learning-oriented TPM/evaluation with co-construction of lessons learned and recommendations)
    • Knowledge of the country/area of intervention
