TITLE: Technical Advisor Health and Nutrition Specialist

(Females candidates are highly encouraged)

KEY AREAS OF ACCOUNTABILITY:

Strategy, integration, programme development and quality

  • Lead on defining the health and nutrition strategy and programme development for the Country Programme, in line with Save the Children International approach in the sector in Mali

  • Establish and lead the implementation of the Save the Children in Mali health and nutrition strategy (development and humanitarian), consistent with government strategy, organisational goals and resource constraints in collaboration with field staff, regional technical staff and senior management teams

  • Explore funding opportunities in and outside of country to maintain and expand Save the Children’s work and visibility within the health and nutrition sector

  • Lead on the design of technical proposals in collaboration with field teams and programme staff, ensuring that proposals are designed in accordance with country and global strategies and policies.

  • Master Save the Children’s Common Approaches as they relate to health and nutrition and ensure technical proposals are designed to provide the best response to children’s needs

  • Coordinate and enhance quality of primary health care and nutrition programmes and successfully raise funds to ensure programme continuation and expand coverage, using Common Approaches as much as possible and ensuring high quality programming that is in compliance with national guidelines

  • Serve as the main CMAM Surge Specialist ensuring liaison with relevant stakeholders, exploring funding opportunities for the approach and supporting the scale-up of the approach

  • Ensure integration and coordination among the various Save the Children health and nutrition projects contributing to the overall goal of the organisation

  • Contribute to safe programming, gender sensitive programming and leading on gender inclusion in the implementation of projects

  • Enhance collaboration with other technical departments to support integrated programming and improve impact

  • Ensure that information for monthly internal and MoH reports and donor reports is of high quality, accurate, reliable and available in a timely fashion as per plan

  • Strengthen health and nutrition team’s capacity for effective project management through mentoring and the identification of training needs

  • Support the recruitment and induction of health and nutrition staff and consultants

Monitoring, Evaluation, Accountability and Learning

  • Oversee knowledge sharing across health and nutrition teams, and in coordination with other sectors, and ensure that monitoring and evaluation results are understood and used to improve programmes
  • Produce timely reports for internal and external use
  • Guide health and nutrition teams to develop and implement robust systems for gathering evidence and measuring impact, such as needs assessment tools, programme level indicators, quality checklists for use in spot checks, quality benchmarks, complaints and response mechanisms, internal review and programme evaluation work plans, and others with reporting systems which provide appropriate information for use in national and global advocacy
  • Ensure health and nutrition projects and programs consistently use Quality Benchmarks and other quality and safe programming tools (gender marker, etc.)
  • Ensure clear plans are in place for monitoring and evaluating project activities in relation to the objectives and that lessons learnt are shared and capitalised on
  • Ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis
  • Visit project sites regularly to ensure that teams are appropriately supported
  • Ensure that beneficiary accountability is taken into consideration throughout programme implementation
  • Lead on planning of assessments and surveys and ensure best practice through the implementation and dissemination of findings and results
  • Sign off on technical and programmatic contents of reports produced by the Country Office (i.e. donor reports, consultancy reports, position papers and any document with health and nutrition content)

Representation and coordination

  • Represent Save the Children in various fora linked with health and nutrition in order to increase visibility and networking opportunities with different stakeholders (government and non-government) in the health and nutrition sector

  • Represent Save the Children’s work to relevant bodies, including donors, and identify changes to their policies and priorities that may create opportunities or threats children in Mali

  • Advocate for reforms that will promote the effective implementation of Save the Children’s health and nutrition strategy

  • Apply knowledge and advanced expertise in health and nutrition policy and programmes to design and develop activities that promote health and nutrition policy implementation and development

  • Promote the sharing of best practices and learning in relation to programming, advocacy and campaign activities amongst field sites in the country and with SCI and other partners in the region

  • Work at the policy level with high-level decision makers from the Government of Mali, participating in strategy development, policy making, and technical discussions, as well as negotiating to determine priorities for development

  • Prepare briefing materials and reports on health and nutrition sector development and primary health care and nutrition for donors, Senior Management Team and visitors as appropriate

  • Present clear and convincing reports as needed on health and nutrition topics at workshops, meetings and other venues that demonstrate sound analysis and synthesis

  • Undertake additional tasks as defined by senior management team or PDQ or propose new tasks based on observations

  • Comply with the requirements of Save the Children’s child protection policies and other staff policies.

Capacity building, team work and staff supervision

  • Work with field teams to ensure adequate capacity building and technical support to the field
  • Ensure that all staff understand and are able to perform their role in a humanitarian response and development context
  • Ensure the recruitment, training and promotion of staff as appropriate including on Common Approaches
  • Support learning and development for staff working in health and nutrition, by advising on learning needs, sharing training opportunities and encouraging the use of e-tools for self-learning
  • Conduct performance management of line or matrix managed staff as per SCI policies and procedures

QUALIFICATIONS

  • Post graduate, master or equivalent field experience in health, nutrition or related field

EXPERIENCE AND SKILLS

Essential:

  • 5 years’ experience at international level in technical support and/or programme management
  • Direct experience of planning implementing and measuring the impact of health, nutrition, hunger reduction or other related programmes
  • Successful track record of developing large-scale proposals (1M USD and above) and securing funding from donors
  • Clear commitment to, and experience of, developing and coaching staff, combined with the ability to give direct actionable feedback
  • Inter-personal skills to influence and guide field and other senior managers in identifying programming opportunities and resolving programme and campaign challenges, and to work in a collaborative manner within the Country Leadership Team.
  • Ability to analyse information, evaluate options and to think and plan strategically
  • Credibility to represent the organization to regional bodies and donors
  • Ability to speak and write clear English and French (French being the working language in Mali)
  • Ability to travel to the field, which is expected to be 50% of the work

Desirable:

  • Experience with Save the Children’s programmes
