The international Red Cross and Red Crescent network is the largest humanitarian network in the world with a presence and activities in almost every country. All Red Cross and Red Crescent activities have one central purpose: to help those who suffer, without discrimination, whether during conflict, in response to natural or man-made disasters, or due to conditions of chronic poverty.

Danish Red Cross is present in Ukraine and scaling up its operation to meet demands. We are looking for a highly qualified Head of Support to ensure effective services in Finance, HR and Administration.

The Head of Support will be a member of the Management Team (Country Manager, Head of Programme, Head of Support and Head of Security) and will build and maintain effective and sustainable financial and HR-related processes and procedures.

The Head of Support will ensure compliance to Danish Red Cross procedures and guidelines and build awareness among all staff of all relevant financial and HR-related matters, procedures and guidelines on a continued basis.

As the organisation in Ukraine is in a transformative state building increased capacity and capabilities in many areas simultaneously, the ability to reach out and service all corners of the organisation while at the same collaborate closely with the regional office and head quarter in Copenhagen is critical.

Job Duties and Responsibilities

  • Recruit, lead and manage the team and build the capacity of the staff through daily support and mentoring.
  • Support the Country Manager and the management team on full range of compliance, registration, and audit obligations
  • Develop a risk management plan identifying the major financial and operational risks and implement a mitigation strategy
  • Direct responsibility for ensuring that activities and programmes operates in accordance with Danish Red Cross’ financial procedures and guidelines
  • Ensure that all administrative and legal-related systems are accurate and maintained
  • Ensure that the master budget is updated and communicated on a regular basis
  • Supervision, audits and controlling and implementation of corrective actions related to Danish Red Cross standards within financial area.
  • Ensure ERP (Dynamics) functionality is properly used by relevant staff
  • Together with finance staff apply reports and data analytics from DRC Dynamics to improve overall performance
  • Provide overall management for administrative capacities of offices and DRC structure in country
    • Support the in country HR structure functioning, including recruitment, rotation and all related staff needs
    • Ensure coordination of DRC, URCS and IFRC on contractual and working conditions of national staff
    • Together with HR staff ensure timely manpower planning for functions

About You

To be successful at this role we expect you to possess the following:

  • Proven operational management experience and capability, including in conflict areas
  • Master’s degree in international development, economics, business management or other relevant field.
  • At least 5 years’ management experience in relevant field
  • Proven relevant operational experience in the finance management
  • Experience in supporting the capacity-development of local staff including training, mentoring and facilitation skills.
  • Technical knowledge and experience in facilitating, supporting and overseeing activity plans, budgets and financial management.
  • Experience working in an ERP system (preferably Dynamics)
  • Full professional proficiency in English is a must

Employment conditions

The Head of Support reports directly to the Country Manager. The duty station is Chernivtsi and accommodation will be provided. Ukraine is a non-family position. You might be relocated to a different location or country if needed because of the situation in Ukraine.

The starting date of the assignment is envisioned as soon as possible. The length of the contract will be one year, with possibility of extension. The contract will be administered in accordance with the Danish Red Cross Terms and Conditions for Delegates. The monthly salary including allowances and pension will be from DKK 45,300 to 48,700 depending on experience and qualifications. Accommodation will be provided.
