Position Title: Administrative and Finance Officer

Duty Station: San Salvador, El Salvador

Type of Appointment: Fixed term, one year with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission of IOM El Salvador, and the direct supervision of the Resources Management Officer (RMO) and in close coordination with the relevant Project Managers, the successful candidate will be responsible for supporting, monitoring and coordinating all administrative, human resources, financial and budgetary functions of the project activities in the Northern Triangle of Central America (NTCA), consisting of three implementing Country Offices (COs): El Salvador, Guatemala and Honduras.

Core Functions / Responsibilities:

  1. Assist the Resources Management Officer in monitoring the administrative, human resources, financial and budgetary management aspects for all projects of IOM El Salvador, Guatemala and Honduras Country Offices, including the oversight of financial expenditure and accountability.
  2. Prepare regular project financial reports, identify bottlenecks, and recommend actions to resolve problems or correct errors. In coordination with the RMO, bring to the attention of the Project Managers, RMO and CoM any unusual trends.
  3. In coordination with the Financial Analysis Unit, prepare and review project budgets based on instructions received and update the project structure in PRIMA / PRISM. Assist in analyzing variances between budget and actual expenditures. Review and consolidate the financial reports prior to submission to Panama Administrative Centre for endorsement.
  4. In accordance with IOM’s established policies and procedures and donor requirements, draft financial reports for submission to the donor, including pipeline updates and PRIMA / PRISM, monthly interim financial reports, and the year-end and final report (close out).
  5. Monitor and assist in the supervision of implementation of the IOM’s general instructions in areas of finance, procurement, general administration and security. Conduct verification of service providers, vendors, contractors and grantees, including invoices, progress certificates and financial reports, and recommend their certification as required.
  6. Support procurement and logistics activities in the CO, check the validity of contracts with suppliers of goods and services and tracking for services with necessary documentation and opportune service delivery.
  7. Assist the RMO in forecasting cash flows according to the activities of the CO’s projects and ensure financial expenditure and records are managed in accordance with the donor agreement.
  8. Make recommendations on procedural improvements and assist in training of CO’s support staff in the areas of accounting, finance, administration and human resources.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.

Experience

  • Experience in financial management, accounting and budgeting;
  • Experience working in insecure environments, preferably in emergency/hardship setting in Spanish speaking countries;
  • Experience with internal control assessment, internal audit, compliance, and or external audit; and,
  • Experience with international institutions, knowledge of International Public Sector Accounting Standards (IPSAS), SAP (PRISM) and MIMOSA is highly desirable.

Skills

  • Knowledge of IOM/UN regulations, policies and procedures;
  • Knowledge of accounting systems, software and procedures a distinct advantage;
  • Ability to effectively apply knowledge of relevant financial discipline;
  • Develop / follow internal control procedures to prevent fraud and mismanagement; and
  • Ensure application of institutional financial policies and guidelines.

Languages

IOM’s official languages are English, French, and Spanish.
