Médecins Sans Frontières, an international medical humanitarian association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also of epidemics, pandemics, natural disasters, or exclusion from care. The French section is present in about thirty countries.
Within the framework of our mission on the field, we qre looking for an Architect.
Mission: With a technical and organizational expertise, you will work on different phases of the project according to the needs. In general, you will ensure the smooth running of the project (technical, administrative, legal), the respect of the budget and of the delivery deadline.
Main responsibilities:
Provide support and guidance to the medical team and the project team in the process of defining the medical – operational needs of the project.
Develop detailed feasibility studies
o With analysis of the site, the context, and the local resources.
o Make technical proposals, considering the medical-operational needs established by the team, ensuring technical feasibility and that local regulatory requirements are taken into account.
·Carry out the design of the project: by drawing principle plans considering spatial organization + flows (patients / staff / equipment etc …)
Prepare, launch and analyze the call for tenders:
o Preparation of ADMINISTRATIVE and TECHNICAL documentation and management of the tender throughout the process.
- Admin: Defining tender type and evaluation criteria + drafting all necessary administrative documents for the tender process.
- Technical
- Graphic file – execution drawings, detail drawings and any drawings necessary for the definition of the project ;
- Narrative and descriptive technical specifications CCTP;
- Estimate of quantities – DQE.
o Verify the conformity of the documents with the concerned departments (technical, legal, procurement) and obtain legal authorizations (if necessary)
o Carry out the analysis of the bids, draw conclusions and propose the best bidder
o Write the contract
Monitor the Construction Site: Launching the works, carrying out the technical, financial and HR monitoring of the project. Guaranteeing the local and international order if necessary.
Ensure the Acceptance and Handover of the building by certifying that the building is operational and ready to be delivered
o Issue the temporary acceptance certificate
o Coordinate with FinCO / FinCell all related documents and payments needed for completion
o Make financial and technical assessment of the project
o Produce as-built drawings
o Define or collaborate in the definition of the maintenance plan for the following years
o Define or collaborate in the definition of the fire plan for the building(s)
o Ensure handover to general logistics,
o Transfer report including all necessary information for future transfer or payments (end of liability period, etc.)
Identify, manage, and coordinate HR team
Production of documentation, analysis, and reports throughout the project
Profile required:
Education: Architectural Degree.
Experiences: 2 years of professional experience minimum in the field of application.
Skills and abilities :
- Personal qualities of team spirit, cooperation, flexibility, adaptability, diplomacy and organizational skills.
- Control of Autocad software essential (other software appreciated)
Languages:
- French and English
- Other languages appreciated
Contract Terms:
- Duration: 6 to 12 months availability.
- Location: MSF projects in the field.
- Status: Volunteer status (allowance of 1186€ net per month) or fixed-term contract (according to previous experience in NGO).
Full coverage by MSF: transportation, lodging, food and others + monthly field per diem for living expenses. Pension contribution. Full medical coverage: health insurance / vaccinations / evacuation if necessary. Insurance.
