The American Red Cross seeks an experienced and highly motivated Cash and Voucher Assistance (CVA) Roving Surge Delegate to provide technical support and guidance to American Red Cross-funded CVA programs within the International Federation of Red Cross/Red Crescent (IFRC) operation in Ukraine and impacted countries. Specifically, this position should have the capacity to deploy at relatively short notice for up to 3-months, provide immediate CVA technical support to the global Red Cross and Red Crescent network response, and deliver regular operational updates to the American Red Cross.
The CVA Roving Surge Delegate will work closely with International Federation of Red Cross/Red Crescent (IFRC), International Committee of the Red Cross (ICRC) colleagues, Red Cross, and Red Crescent (RCRC) National Societies and other relevant stakeholders, to advance the ongoing implementation of timely and accountable Cash and Voucher Assistance.
This position is home based and includes up to 75% travel. The position reports to the R&R team’s Cash & Relief lead and works collaboratively with various ISD and domestic colleagues of the American Red Cross.
This is a full-time position for a minimum of 365 days with the possibility of extension based on funding.
Responsibilities:

Establish a strong working relationship with key CVA stakeholders across the Red Cross and Red Crescent Movement (RCRCM) network who are assisting the implementation of CVA in Ukraine and impacted countries.

Provide technical support and guidance to RCRC Movement colleagues in the planning and implementation of CVA activities including targeting, recipient registration, distribution, encashment and monitoring.

Critically evaluate the implementation of CVA components (in relational to scalability, timeliness, and accountability), and assess potential challenges or threats to successful implementation. As needed advocate for the necessary resources (within AmCross or the RCRCM network) to support the successful implementation of CVA activities.

Ensure a strong approach to recipient data management including data protection and the execution of appropriate and effective community engagement and accountability strategies.

Monitor program progress and potential changes to the operational context and assess possible risks.

Support coordination efforts within the Red Cross and Red Crescent Movement as well as with external humanitarian partners.

In close coordination with RCRC Movement colleagues, provide CVA capacity building support (including training design, delivery and facilitation) to ensure transfer of knowledge to host national societies and their branches.

As requested, assist with management, reporting, program re-design, and proposal development.

Additional duties as assigned in support of American Red Cross global CVA strategy and RCRCM operation in Ukraine and impacted countries.
Qualifications:
Education:
- [Required] Bachelor’s degree in humanitarian action, international studies, business management, public administration, or relevant field of study.
- [Preferred] Masters in humanitarian action, international studies, business management, public administration, or relevant field preferred.
Experience:
- [Required] 5-7 years of relevant working experience in disaster response and/or the design, implementation, and monitoring of humanitarian assistance programs.
- [Required] Demonstrated technical knowledge and operational experience CVA.
- [Required] Proven management ability to assess, plan, manage, implement, direct, and monitor multi-faceted projects or programs, managing resources to achieve operational delivery.
- [Preferred] Red Cross experience strongly preferred especially experience in working with a National Society or working within the International Federation of the Red Cross and Red Crescent Societies.

[Preferred] Understanding and appreciation of Information Management (IM) and the role it plays in supporting quality and accountable humanitarian assistance.

[Preferred] Comfort engaging with a variety of communication and project management platforms (e.g., Zoom, Click Up, Slack, Trello, MSTeams, among others).

The salary range for this position is: $75,000 – $85,000
