ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the CCCM/ FSL Officer position in Xudur – Bakool Region Southwest of Somalia

Position Profile:

Under the supervision of the Project Manager, you will be responsible for ensuring that projects’ activities are fully implemented in accordance with proposals, according to ACTED rules and regulations and donor requirements in SWS, Somalia. You will be the focal point on the ground for ACTED to help in coordination and collaboration with local authorities when required.

Duties and Responsibilities:

  1. Programming

    1. Project Planning
  2. Prepare the work plan and time schedules for implementing the [CCCM/Food Security and Livelihoods] activities;

  3. Support the identification and planning of technical skills and requirements to implement the project as per relevant standards.

    1. Project Implementation Follow-up
  4. Coordinate and implement day to day [CCCM/Food Security and Livelihoods] activities with stakeholders in field ensuring that technical quality and standards are considered and respected during project(s) implementation;

  5. Ensure [CCCM/Food Security and Livelihoods] activities are on time, target and budget, using effective M&E systems to reach desired impacts;

  6. Assist the Project Manager to trouble-shoot any unforeseen challenges during the project implementation

  7. Provide regular and timely updates on progress and challenges to the Project Manager and other team members;

    1. Partner Coordination and Service Delivery Monitoring
  8. Liaising and coordination with all humanitarian partners and stakeholders working in the sites

  9. Liaising and coordination with local authorities responsible for site administration and delivering of services in the site

  10. Liaising with Sub National clusters (particularly CCCM, Shelter, Protection)

  11. Monitoring of service provision by partners at site level. Support to partners to achieve agreed minimum standards and service delivery quality.

  12. Timely reporting any gaps and/or duplication in service delivery and advocating through the appropriate mechanism for achieving agreed minimum standards and service delivery quality

  13. Supporting HLP activities and engaging in negotiations with gatekeepers, land owners and local authorities to ensure proper formal land tenure agreement are in place and risk of eviction is minimized.

    1. Community Liaising, Mobilization and Accountability
  14. Establishing community governance and representation committees and strengthening the coordination and relationship-building with community leadership groups and community members on a formal and informal basis

  15. Organizing regular meetings with committee and community representatives’ participation in coordination meetings

  16. Overseeing mobilization activities conducted by assistant/outreach workers or community members/representatives and supporting community mobilisation of partner agencies, as needed

  17. Overseeing of and support to ACTED Communication with Communities (CwC) activities, including but limited to outreach activities and information campaigns

  18. Support the establishment of information desks and Complaint Response Mechanism (CRM)

  19. Once established, overseeing operation of information desks and Complaint Response Mechanism (CRM), including data management and referrals

  20. Training & coaching of camp committees, partner agencies & site team on CCCM and CCCM related topic

    1. Documenting and Compliance
  21. Keep record of all [CCCM/Food Security and Livelihoods] activity documents, in particular beneficiary list, completion certificates, attendance sheets, etc.;

  22. Help maintaining a beneficiary master database containing all beneficiary registration and baseline information as well as the [CCCM/Food Security and Livelihoods] activities from which the beneficiaries benefitted ensure the data is protected from misuse in line with ACTED’s data protection policy;

  23. Ensure staff awareness of, and respect of, ACTED’s code of conduct, FLATS procedures and donor requirements.

    1. Beneficiary Engagement and Accountability
  24. Adhere to ACTED’s Code of Conduct and treat all beneficiaries with respect and without any distinction or discrimination based on nationality, race, ethnicity, tribe, gender, religious beliefs, political opinion or disability;

  25. Select the beneficiaries benefitting from [CCCM/Food Security and Livelihoods] activities;

  26. Communicate ACTED’s Complaints and Response Mechanism target communities and participate in solving complaints related to the project in coordination with the AMEU.

    1. Internal Coordination
  27. Participate in project coordination meetings with the whole project team.

    1. External Coordination and Stakeholder Engagement
  28. Undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation;

  29. Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings;

  30. Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.

    1. Partner Management
  31. Provide support to partners in project implementation and ensure timely and qualitative implementation of projects by partners in line with ACTED and donor requirements;

  32. Refer partners to relevant ACTED staff to support and/or train them in FLATS procedures where relevant;

  33. Participate in review meetings with partners, with particular attention given to the relationship aspects of partnership collaboration, and ensure that any issues or disputes are resolved in a timely manner.

    1. Security
  34. Ensure that each member of the [CCCM/Food Security and Livelihoods] team is aware of security issues, policies, SOPs and they follow them accordingly.

  35. Human Resource

  36. Participate in the recruitment of [CCCM/Food Security and Livelihoods] technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc.);

  37. Ensure that [CCCM/Food Security and Livelihoods] staff understand and are able to perform their roles and responsibilities;

  38. Follow-up the work plans and day-to-day activities of the [CCCM/Food Security and Livelihoods] staff;

  39. Manage the project staff in cooperation with the Project Manager;

  40. Ensure a positive working environment and good team dynamics among [CCCM/Food Security and Livelihoods] staff;

  41. Ensure capacity building among staff in [CCCM/Food Security and Livelihoods].

  42. Logistics

  43. Contribute to the development of procurement plans;

  44. Send accurate and precise order forms in a timely manner;

  45. Ensure a proper management and use of the project assets and stocks;

  46. Plan [CCCM/Food Security and Livelihoods] team movements based on available fleet and applicable policies

  47. Finance

  48. Forecast monthly cash requirements for [CCCM/Food Security and Livelihoods] activities and submit to the PM

  49. Quality Control

  50. Assess the [CCCM/Food Security and Livelihoods] activities undertaken and ensure efficient use of resources;

  51. Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of [CCCM/Food Security and Livelihoods] activities;

  52. Assists with monitoring the [CCCM/Food Security and Livelihoods] activities implemented by partners (if any) in the field;

  53. Document lessons learned and best practices and share them with the Project Manager so they can be reflected in project planning and decision making.

  54. Grant Management

  55. Ensure adherence to donor procedures by project staff;

  56. Support the Project Manager in the preparation of progress and final reports, ensuring the quality and accuracy of technical information for [CCCM/Food Security and Livelihoods] activities

  57. Participate in communication activities through the regular collection of pictures and stories related to project activities;

  58. Participate in new proposal development processes through the provision of expert programmatic advice related to contextual knowledge

  59. Other

  60. Any other tasks as assigned by the Line Manager.

Job Requirement (Qualification and Experience)

  • Completion of university degree in civil engineering, humanities, social studies, architecture, urban planning or engineering
  • Minimum two years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
  • Experience working in a camp setting
  • Previous work with camp management agency
  • Technical skills such as Microsoft Office.
  • Experience in community services, women empowerment, youth activities, protection, distribution or registration.
  • Experience in working with national partners, local/government authorities, and UN organizations.
