Location: Baidoa, South West State with travels to Jubaland and Mogadishu

Starting date: September 2022

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the CCCM INFORMATION MANAGEMENT OFFICER position in Baidoa, supporting implementation teams in Jubaland and in South West State**.**

Position Profile:

The overall role of the CCCM Information Management Officer (IMO) is to ensure that high-quality information required to support humanitarian operations is collected, organized and distributed to all stakeholders. IMOs is fully responsible for coordinating information gathering and dissemination, Producing success Stories/Case Studies and production of clean project documentaries

Duties and Responsibilities:

Throughout their assignment, The CCCM Information Management Officer will work under the supervision of the Project Coordinator, while working closely with Area Coordinators, AME (Assessment, Monitoring and Evaluation Unit), and program teams in the field in Jubaland and South West State. The IMO will also support the work of the HOA Communications Officer on topics related to external communication tasks. The position requires a combination of sufficient technical knowledge of data gathering and analysis, database management, and knowledge management and communications, but the IMO will be able to leverage technical expertise from specialized departments within the ACTED Horn of Africa Mission. The focus of this position is to support integrated humanitarian assistance in IDP settlements in the two target states, but additional support maybe required on the overall field information management and communication related to the ongoing projects. The position is based in Mogadishu with occasional travels to Baidoa and Kismayo. Alternative posting location maybe considered in specific circumstances.

Primary Tasks:

  • Work closely with AME and CCCM (Camp Coordination and Camp Management) database officers and take lead on organizing and streamlining information gathering and interpretation related to settlements where ACTED is conducting operations
  • With support of AME and CCCM database officers, lead on Site Profiling exercise in IDP sites of ACTED intervention according to available methodology
  • Implement and regularly update the Information Management Strategy and the Dissemination Plan for all information management related products produced by the relevant sector or agency, with emphasis on coordinated service delivery in IDP settlements
  • Follow up with the CCCM database officers on reporting obligation towards the CCCM cluster and support them in improving information management services
  • In collaboration with AME team, design necessary data collection forms, ensuring that the purpose and use of data collected is clear and that questions are simple, clear and collectable.
  • Keep project management and Coordination team regularly updated on developments and findings from ACTED intervention areas to enable quick response.
  • Organize and manage data input from data collection forms and conduct initial analysis of the data.
  • Proactively gather information from relevant cluster partners, UN agencies and other organizations which may be of use ACTED or cluster for informing decisions.
  • Collect Quality Project Photos with clear captions
  • Collect Clear Success Stories from field Implantations and share with PD teams
  • Provide information management services to support population data management activities including population estimation, information flows from established systems, movement tracking, standard setting/promotion and dissemination.

Secondary Tasks

  • Regularly Provide Humanitarian Bulleting information to PD team and assist creation of Drought campaigns information
  • Develop ACTED area level Humanitarian Assistance photo slides showing overall assistants in the state level and gaps.
  • Create Clear Project Documentaries for all assistances ACTED providing in the region
  • Develop an information-sharing platform as a web-portal.
  • Perform advisory and technical assignments in the use of Geographic Information Systems (GIS).
  • Organize and maintain GIS data in accordance with the relevant agency data management protocols.
  • Update 4W matrix with information and data from the relevant sector.
  • Identify appropriate secondary data and information resources.
  • If required, participate in Cluster and inter-cluster meetings with degree of representation, and provide the necessary support in presenting the relevant data and information.

Reporting

  • Provide timely reports on the field Activities, monitoring visits and assessments to the Area Coordinators, Project Coordinator and PD Teams.
  • If required, compile or contribute to weekly, monthly and other ACTED substantial reports and support in preparation of donor reports (especially on photos, case studies, etc.)

Education

Advanced university degree (Master’s degree or equivalent) in statistics, information management, information systems, data science, and statistics, GIS or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Qualifications:

  • At least 3 years with an extensive experience on information management, data collection, analysis and developing info graphics preferably in humanitarian context
  • Advanced English written and spoken required
  • Proficiency in Microsoft Office, in particular, Microsoft Excel,
  • Knowledge of current GIS software (ArcGIS, Google Earth, QGIS), Power BI
  • Knowledge of Mobile Data Collection tools
  • Knowledge of Adobe Illustrator desirable
  • Knowledge of database development desirable.
  • Knowledge of Camp Coordination and Management Process, or delivery of humanitarian assistance in IDP setting desirable
