ECPAT International

ECPAT International is a global network of organisations working together for the elimination of the sexual exploitation of children (SEC) in all its manifestations i.e. exploitation of children in prostitution, online child sexual exploitation, sale and trafficking of children for sexual purposes, sexual exploitation of children in travel and tourism and some forms of child, early and forced marriage. The ECPAT Network currently consists of 122 members working at national and local levels in 104 countries.

The ECPAT International Secretariat coordinates the global work of the organisation and is based in Bangkok, Thailand. The Secretariat designs and implements global and regional level programmes, and undertakes programming, advocacy and research and facilitates a range of network initiatives.

Monitoring, Evaluation and Learning context in ECPAT

The development of a new monitoring, evaluation and learning (MEL) framework for ECPAT is essential to comprehend and demonstrate impact of our interventions.

It builds on ECPAT’s commitment to improve performance, learning and communication, as well as accountability to the ECPAT Network, to our partners and donors and ultimately to children.

The ECPAT International Strategic Framework 2021-2025 specifies strategic goals at two levels: systemic level and social level.

ECPAT International is seeking a consultantto support the development of a new Monitoring, Evaluation and Learning (MEL) framework to reflect better how ECPAT can track changes, make relevant adjustments, assess outcomes and adapt to changes.**

Consultancy Objectives

Developing a MEL framework implies that ECPAT clarifies and defines its Theory of Change and the outcomes it expects to achieve, how we plan to achieve these, and how we measure progress towards these. While the development of a new Theory of Change is in process, it is expected to last until mid of 2023. The related results framework is not included in this consultancy.

There is an urgent need in the meanwhile to review and align our monitoring, evaluation and learning framework, including an implementation system. This consultancy will focus on this immediate need, while keeping abreast of the Theory of Change process happening in parallel to ensure alignment.

The objective of the consultancy is to develop a MEL framework for ECPAT International Secretariat

This implies the following (working days are tentative)

  1. To review and analyse existing indicators and MEL framework currently used in light of the strategic objectives of ECPAT: identify gaps related to existing indicators – 2 days
  2. To conduct interviews with key staff and associated stakeholders to understand current approaches, capacities and challenges for monitoring results – 5 days
  3. To propose revised or new indicators with the related results framework and MEL system – 3 days
  4. To conduct a consultative and participatory exercise with staff and management to collect feedback and discuss approaches to measure progress – 3 days
  5. To finalize the MEL framework with related data collection tools and implementation system – 2 days
  6. To present the framework and system to staff and management and train on its implementation – 1 day
  7. To draft a roadmap based on assessed needs and developed tools, for ECPAT International to strengthen its MEL approach -1 day

The ECPAT MEL framework should comprise of a set of indicators both quantitative and qualitative, to monitor changes at outcome level, output level, process changes and as relevant, beneficiary data.

In developing the MEL framework, it is essential that the consultant takes into account a number of elements:

  • To ensure that the M&E system will be owned and used by ECPAT International it must be seen to be relevant and able to deliver appropriate and reliable information to the different stakeholders
  • It needs to take into account ECPAT International’s current structure and resources with a possibility to evolve with organisational changes
  • It needs to provide recommendations and approaches to measuring advocacy efforts while taking into account the complexities of measuring advocacy efforts, attribution and contribution

Expected Outputs

  1. A results framework with targets and baselines
  2. A clear and solid monitoring system with indicators, indicators sheets, means of verification and data collection plan for ECPAT Secretariat
  3. A learning framework with related tools
  4. Guidance and training tools for data collection, analysis and learning
  5. Roadmap and recommendations for required actions to improve the overall organisational MEL

Timetable

The assignment should not exceed 20 working days and will be carried out between September and December 2022. A detailed plan and timeline will be defined and agreed with the Consultant at the start of the assignment.

Consultant Profile

  • An experienced Monitoring, Evaluation and Learning Specialist with demonstrated expertise in dealing with Monitoring & Evaluation aspects including setting baselines, targets, data collection tools, indicators’ definition, etc
  • Experience in measuring outcomes of advocacy work in child protection area
  • Experience in the field of sexual exploitation of children or child protection is a strong asset
  • Experience with participatory approaches in MEL
  • Demonstrated experience in organisational learning strategies
  • Strong writing skills
  • Knowledge of data management tools

Additional Information

  • This is a home-based position using own equipment and communication tools; consultant should be available for online calls including with different time zones.
  • The Consultant is expected to act at all times in a manner consistent with the values of ECPAT International and in compliance with the organisation’s policies and procedures including Child Safeguarding Policy and the Code of Conduct.
