Since the launch of our strategy in January 2020, the world has changed in profound ways. We are still experiencing the impacts and consequences. Recognizing and anticipating these important and fundamental shifts, HelpAge International has evolved and transformed itself to be relevant, impactful, and viable. As a result, we reconfigured our organizational design and resources to embrace locally led programming and give primacy to local agents for change through partner led programming. Through this change, we are delivering our work through agile teams and a global operating model, with regional roots. As such, we will focus on impact and maintain the relationships at the national level to help build collaborations and support others to set their own agenda. This allows us to create value and bring impact in collaborating across boundaries and by bringing different perspectives, skills, and talent together.

Role of Capacity Strengthening within Help Age International

With a firm commitment to the Grand Bargain, and as a Charter 4 Change signatory, HAI perceives the role of capacity strengthening as a vital element of meaningful engagement with the localisation agenda. HAI has developed significant expertise, training materials and supported staff, network members and partners with a range of humanitarian capacity strengthening initiatives and has identified the need for a more systematic approach, consolidating good practice, introducing progressive learning pathways, consolidating a curriculum, and ensuring an appropriate range of effective learning methodologies is utilised, that affect behavioural change.

As Humanitarian Capacity Strengthening Adviser you will –

  • Lead on delivering HelpAge’s humanitarian capacity strengthening strategy, across global, regional and country levels and in line with the organisation wide Learning and Development strategy.
  • Work closely with staff in other global partners, country teams and local partners to identify and address learning/ capacity needs utilising a range of effective learning methodologies, e.g. simulations, formal workshops, mentoring, coaching, peer-learning, learning exchange visits, high quality online learning.
  • Develop and deliver a humanitarian learning curriculum at both a basic minimum-level for all staff and partners, and at an enhanced/advanced-level, utilising industry best-practice modalities: i.e. the ‘SHAPE’ capacity assessment and strengthening system, developed through the formerly DfID funding ‘Shifting the Power’ consortium.
  • External representation and leadership in relevant forums, including the Charter 4 Change Capacity Strengthening Working Group.
  • Identify and develop new financial opportunities and programmatic partnerships to increase the impact of humanitarian capacity strengthening and grow this important area of work.
  • Develop a library of capacity strengthening materials and tools that are easily accessible for staff and partners.
  • Train and equip Help Age staff to become effective at capacity strengthening (training of trainers – TOT).

Let’s talk about you

You will be someone with:

  • Extensive experience of designing and delivering organisation-wide humanitarian capacity strengthening initiatives.
  • Proven experience of delivering effective capacity strengthening programmes tailored for local/national partner organisations.
  • Demonstrable experience in contributing to the localisation commitments laid out in the Grand Bargain and Charter 4 Change
  • Minimum of five-years work experience in middle-management or advisory positions with INGOs and/or UN agencies.
  • Humanitarian implementation and/or advisory experience across a range of countries and contexts
  • Familiarity with the ‘Triple Nexus’ approach
  • Formal academic certification in adult learning and development
  • Substantial experience in all aspects of Project Cycle Management
  • Demonstrable skills and/or experience in influencing decision-makers, national and international institutions, policy planning and delivery
  • Proven ability to work collaboratively and dependably with colleagues and in a way that encourages experimentation, learning and agency
