The Consultant (firm) on full support to the Central Asia Climate Information Platform (CACIP) will provide verification/testing and validation services for the CACIP in order to confirm that software and programming solutions used by the developers to create/refine the Platform meet requirements/ specifications of the CAMP4ASB RCU team, fulfil their intended purpose, are manageable and regularly updated. Further, this assignment requires provision of a full technical support, diagnostics, troubleshooting, commissioning, and ensuring a completeness, bug-free and failproof functionality, stability of the CACIP, including provision of a user-friendly interface, effective search/indexing and efficient content-management experience. This assignment also includes provision of regular maintenance and training services in order to ensure that all CACIP content is displayed correctly, fully accessible 24/7, and that end-users and information providers are capable of using the CACIP in a smooth and efficient manner.

CAREC invites eligible entities to express their interest to deliver the described services by submitting an Expression of Interest (EoI). Your EOI shall be submitted in free-form either in the body of an email or in a separate document in word/pdf format; and clearly demonstrate your organization’s relevant experience and qualified team’s technical competences, skills, qualifications and previous relevant experience in performing similar tasks/projects (including an illustrative Work Experience Portfolio, if applicable) in compliance with shortlist criteria below:
Experience and Qualifications
• At least 10 years of proven experience working on troubleshooting, maintenance and administration of software solutions and information systems (web sites, portals and/or applications);
• At least 5 years of project management experience related to development and implementation of software solutions;
• Knowledge of Russian and English language, both written and spoken;
Essential Technical Skills
• Proven work experience with Geonode system, and knowledge of following programming languages/technologies is required: Python (Django), Postgres, Docker, Git, Nest.js, TypeScript, HTML5, CSS3, WordPress, VueJS, UI layouts, SASS, Bootstrap, CSS GRID system, Grunt, Webpack, AJAX, JSON, REST, Data Visualization Tools (D3.js, amcharts), Ticket Software. Knowledge of additional programming languages/technologies is an advantage (e.g. Angular 10, etc.).

How to apply

Consultants may submit their EOI as an individual firm or in association in the form of a joint venture or sub consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Selection Based on Consultants’ Qualification (CQS) method set out in the Consultant Guidelines. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
