Purpose of the position

The focus of this position is to support an effective data management, as a maternity leave replacement, this includes building, managing and optimizing data pipelines and architectures, to support the production of analytics, in compliance with data governance, protection, privacy and security requirements. The Data and Analytics Engineer will work closely with a team of data analysts and data engineers.

Objectives of the Programme:

The objective of the Centre is to provide trusted ICT services and digital business solutions to its Clients and Partner Organizations.

Main duties and responsibilities

The incumbent will work under the direct supervision and guidance of the Chief, Data and Analytics Section (DDA) within the Digital Delivery Division (DD). The incumbent could be requested to do any other tasks of similar level in related fields.

As a member of the Data Science and Machine Learning Engineering team within DDA, the incumbent will be responsible for the following duties:

  • Work with stakeholders throughout the organization to identify opportunities for leveraging data to drive business solutions
  • Mine and analyze data from organization databases to drive optimization and improvement of programme development, advocacy and business strategy
  • Assess the effectiveness and accuracy of new data sources and data gathering techniques
  • Under guidance, develop custom data models and algorithms to apply to data sets
  • Utilize predictive modeling to increase and optimize entity experiences, benefit realization and other business outcomes
  • Propose organization A/B testing framework and test model quality
  • Coordinate with different functional teams to implement models and monitor outcomes
  • Under guidance, develop processes and tools to monitor and analyze model performance and data accuracy
  • Integrate the data science solutions to the planning and decision making of the organization
  • Create packages that help communicate the insight and value of the data products
  • In closed collaboration with relevant team members and under guidance of the Chief, DDA, design, develop and validate the effectiveness of data science products for the organization; demonstrate timely delivery of outputs in accordance with overall objectives and policies
  • Play the role in identifying significant issues and develops well-reasoned, innovative approaches to deal with these issues

Recruitment Profile

Experience and Skills required:

Essential:

  • A minimum of five (5) years of progressively responsible experience in data science, data analytics, applied mathematics, information management or related area
  • Experience in data management, applied science, statistics, information systems, or another analytical field
  • Knowledge of the data analysis life cycle from ingest and wrangling to analysis and visualization to present findings
  • Excellent knowledge of statistical and computational methods, such as clustering, classification, correlation, dimension reduction, forecasting, machine learning, detecting outliers, and regression
  • Proven expertise with large volume data sources by creating and publishing reports in Power BI or Tableau, Data Flows, Power App, CI/CD and Power Automate

Desirable:

  • Full understanding and knowledge of principles, theories, and concepts relevant to Artificial Intelligence (AI) and/or Machine Learning model development, and/or Control Systems
  • In-depth understanding of database management systems, online analytical processing (OLAP) and ETL (Extract, transform, load) framework
  • Able to create ETL pipelines in SQL, Python or tools like, SSIS, Azure data factory, Datbricks and Alteryx
  • Experience in supporting Digital Product development
  • Technical Experience of data Science tools such as Jupyter, Matlab, Knime, SPSS, SAS, or similar Statistical Programming Languages such as R, Python, Javascript or related

Education:

Essential:

  • A first-level university degree in computer science, statistics, applied mathematics, data management, information systems, information science or a related quantitative field

Desirable:

  • Advanced university degree (Master’s degree or equivalent) in computer science, statistics, applied mathematics, data management, information systems, information science or a related quantitative field

Languages:

  • English: Expert knowledge is required
  • Knowledge of another official language of the United Nations is an advantage

Compensation:

Annual Salary Estimation (net of tax at single rate):

  • New York, (USA), including post adjustment (73,8% on December 2022): US$ 108,958.
