Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party (DCOP) -Technical position on an anticipated U.S. Agency for International Development (USAID)-funded program in Uzbekistan. This is anticipated to be a full-time position based in Tashkent.

The goal of this activity is to promote transparent, responsive, and effective local government in Uzbekistan in line with the priorities of the Government of Uzbekistan.

Key areas of intervention will include:

*Development of a national decentralization strategy that lays out a vision for decentralization and roadmap for implementation.

*Improvement of the legal framework including aligning procedural, administrative, fiscal, and financial laws with decentralization laws and policies.

*Capacity building of local government bodies to provide services that meet citizen needs in a limited number of pilot local governments

*Citizen engagement and interaction with their local representatives, including raising awareness on structure and functions of local governments and mechanisms for greater local government engagement with media, bloggers, activists in a limited number of pilot local governments.

Position Description: The DCOP-Technical will be the principle point of contact in Uzbekistan for procedural and substantive matters. The DCOP-Technical will coordinate and support technical aspects of contract management and implementation. S/he will be responsible for ensuring appropriate collaboration with stakeholders across objectives.

The DCOP-Technical’s primary responsibilities are aimed at supporting the Chief of Party in management and implementation of all program aspects and contributing to the development of technical activities and assignments. This individual will be expected to drive collaboration across technical teams and serve as Acting Chief of Party as needed. S/he will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments.

Qualifications:

* Bachelor’s degree or higher in political science, public administration, law, international relations, civic engagement, or a related field;

* At least seven (7) years of experience in service delivery, decentralization, public financial management, private sector engagement, civil society mobilization, and/or institutional capacity building programs;

* Exceptional managerial skills and demonstrated experience in managing work streams of similar size and scope; USAID/USG or other donor-funded project experience preferred;

* Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, academic institutions, civil society, and the private sector;

* Familiarization with decentralization, service delivery, and policy and governance reform in Uzbekistan;

* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate his/her vision to partners and colleagues;

* Proven experience navigating complex and high-pressure operating environments;

* Fluency in written and spoken Uzbek is required. Proficiency in written and spoke English is required.
