Position: Finance and Operations Officer (local position)

Location: Libya

Duration: Full-time for 9 months with possible extension

The Tadamon programme is a 1-year programme funded by the Islamic Development Bank (IsDB) and the Islamic Solidarity Fund for Development (IsFD) from 2021-2022 that aims to expand the current cooperation between SPARK, IsDB and IsFD in the Middle East. We anticipate additional programs starting in Libya during the second half of 2022.

The current programme is addressing the impact of COVID-19 with the delivery of short courses, higher education programmes and support for jobs placement of graduates. With that the programme aims to contribute to the immediate and medium-term efforts to prevent, contain and respond to negative impacts of COVID 19 on the youth women and other vulnerable groups in Libya.

The Finance and Operations Officer working on the implementation of the COVID-19 response programme in Libya and is part of a new small but growing team in Libya. The Finance and Logistics Officer is responsible for the day-to-day management of the finances and logistics of the Libya office.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

· Run the petty cash account to pay the various office payments in [OL1] and Libya.

· Under the request from the Country Manager, support the setting-up the SPARK office in Libya

· Run the various logistics of the office.

· Prepare quarter and annual financial reports for the Libyan ministry of finance and other local authorities .

· Maintain proper documentation and filling for projects and office expenses

· Working in compliance with SPARK policies and procedures.

· Under the request from the Country Manager, work on adopting the local Libyan financial policies into SPARK regulations

· Under the request from the Country Manager, open local bank account and coordinate with the local financial institutions for taxations and projects money flow

· Budget adherence and project documentation as assigned by the project leads, while ensuring a high technical quality.

· Build up office and projects inventory list

· Build up financial ledgers for project and office expenses and to be updated and shared on monthly basis

· Under the request from the Country Manager, facilitate the movement of SPARK teams in Libya under the Libya office HSS plan.

· Responsible of the office security. IT and all functioning of the office operation and management

· Other tasks when required by Libya management team

Requirements and Skills

  • University diploma in a relevant field;

· A minimum 3 years of relevant working experience in a prior comparable position, preferably with an international NGOs;

  • Clear interest in development aid, youth and employment;
  • Excellent English and Arabic language skills;
  • Good communication and social skills and ability to work in multicultural settings;
  • Good team worker while able to work independently;
  • Ability to work under pressure;
  • High energy, pro-active and service minded;
  • Libyan nationals only
