The consortium

Plan International (PI), Mercy Corps (MC), Arab Renaissance for Democracy and Development (ARDD), Al Jidara, Solidarity is Global Institute (SIGI) are contracted by USAID to implement The Promoting the Voice and Leadership of Women (PVLW) Activity, which offers a new approach to advancing gender equality—one designed and led by Jordanian female voices and grounded in Human Centered Development (HCD) and behavioural science to sustainably change norms. The PVLW is a five-year activity that will create transformational changes in gender relations at the family, community and national levels to enhance gender equality and advance women’s leadership in Jordan. This will be achieve through: 1) strengthening the enabling environment and institutional capacity and addressing structural barriers for women to fully exercise their rights, express their agency and freely lead and participate in society without restrictions; 2) partnering with local stakeholders to counter prevailing prohibitive social norms that perpetuate gender inequality, undermine women’s agency to exercise their rights, and prevent transformative change in gender relations; and 3) advancing the inclusive and transparent leadership and decision-making participation of girls and women.

role PURPOSE

Plan International Jordan is looking for a gender officer to provide technical support to the PVLW project in terms of gender mainstreaming across the three pillars. The gender officer will work closely with Plan’s capacity building officer, SBC officer, and with other consortium partners, to ensure timely fulfilment of the annual work plan.

Dimensions of the Role

The role involves working closely with the following external and internal stakeholders:

Internal:

  • PVLW team
  • Plan’s team including the technical unit and the programs unit.

External:

  • Relevant Ministries & local institutions
  • Plan’s implementing partners
  • Plan’s Office such as National Offices and other Regional and COs

Accountabilities

Plan international, a PVLW consortium member, is seeking to hire a Gender Officer who will be responsible for:

Program management and technical support

  • Ensure the implementation of a holistic and integrated gender transformative approach across all PVLW objectives.
  • Support in the conduction of gender equality and social inclusion (GESI) analysis.
  • Support developing and implementing a gender action plan across the PVLW objectives.
  • Provide capacity building to partners, CBOs and other key stakeholders as needed.
  • Support partners in combining a list of the most discriminatory laws, regulations, and/or specific articles and positive laws or regulations.
  • Ensure the integration of gender lens within governmental entities.
  • Support the creation and implementation of the leadership program which provides technical assistance and capacity building to women leaders.
  • Support PVLW partners in mapping existing leadership and mentorship programs in Jordan
  • Support in adapting proved methodologies within the leadership program such as; Plan’s Champions of Change for adolescent girls and boys focused on building gender equality.
  • Support in identifying areas that can be strengthened to increase the potential of PVLW to contribute to gender transformative and inclusive work.
  • Provide technical support to operating units as they operationalize their gender plans.
  • Analyze and ensure the interventions across different objectives are gender sensitive, inclusive, and non-discriminatory.

Networking and capacity building

  • Support in strengthening the capacity of ministries through existing structures and resources such as gender audits, action plans and Government Gender Policies.
  • Work closely with PVLW partners and teams; Leadership Collaborative Team, Capacity Building and SBC Collaborative Team and Legislative Collaborative Team.
  • Attend regular cross-technical and cross-partner review meetings to discuss work progress, budget, challenges and mitigation measures, and monitoring data reviews.
  • Ensure consistent understanding of gender terms and approaches used under PVLW across staff, partners and project participants to promote gender equality and girls’ rights in meaningful ways.
  • Liaise with key national and internationals stakeholders, including partners and donors towards the implementation of the gender equality agenda.

Child protection, gender equality and inclusion

  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan

Technical expertise, skills and knowledge

Essential

  • Bachelor’s Degree in Social Science, Governance, Development Studies or related field.
  • A minimum of three years of relevant experience supporting activities relevant to capacity building.
  • Demonstrated experience in content development and facilitation skills.
  • Sound knowledge of gender issues in humanitarian and/or development settings, particularly GBV, including relevant international human rights, principles and established international standards.
  • Ability to work independently with limited supervision from line manager and under pressure with competing priorities and deadlines.
  • Excellent reporting and writing skills; both English and Arabic.
  • Excellent communication skills at all levels.
  • Proficiency in Microsoft Office applications including Excel and Word and ability to use information technology as a tool and resource.
  • Commitment to Plan’s Global Gender Equality and Inclusion policy which states that the core objectives of Plan International work is to achieve gender equality, promoting gender justice, realising girls’ rights and fostering an inclusive society.

Desirable

  • Understanding and knowledge of USAID regulations and program administration, management, and reporting procedures and systems is preferred.
  • Previous experience working in a consortium with multiple staff members, partners, and networks.
  • Sound relationship with national entities including JNCW, relevant ministries and national CBOs in different governorates.

Physical Environment

The gender officer will be located at Mercy Corps offices – Amman with frequent visits to Plan’s premises. The frequency of visits might vary and will be agreed upon with the line manager.

The position requires frequent field visits to selected geographic locations.
