Job Purpose

GOAL is seeking a dynamic and experienced HR Generalist with a strong background in international human resources to join our HQ HR team (Our HQ is in Dublin, Ireland but this role will be based remotely from UK). The role will provide comprehensive HR support to HQ/UK and our country programme teams (there will be some occasional travel to Dublin and Goals’ country of operations)

The successful candidate will have a track record of managing HR functions both in the UK and overseas, a proactive individual who can navigate diverse cultural environments, ensuring compliance with local labour laws and best practices while fostering a cohesive and inclusive global workforce.

You will have proven experience in the management of employee relations throughout the employee lifecycle, an excellent knowledge of UK employment law; disciplinary and grievance processes; HR compliance management, and HRIS management. You will be able to create strong working relationships with senior stakeholders and provide consistently sound HR advice.

Key Areas of Responsibility:

HR Generalist Functions:

  • Provide day-to-day HR support across all aspects of the employee lifecycle, including recruitment, onboarding, performance management, employee relations, and offboarding.
  • Maintain and update HR policies, procedures and employee handbooks, ensuring compliance with UK employment laws and best practices. .
  • Support managers in performance management and development review processes
  • Provide a dedicated and effective HR advisory service to employees and managers that covers absence and health issues, conduct and capability, grievances, organisational change, and all other employee-relations matters.
  • Manage investigations of complaints as well as hearing grievances and implementing disciplinary procedures when required
  • Support the implementation and management of employee rewards frameworks (UK)
  • Work with Talent Acquisition Manager in the recruitment and onboarding process of new talent based in the UK.
  • Manage daily HR queries from staff and management in the UK and country portfolio.
  • Manage HR administrative & transactional work processes; contracts, probation extensions, sickness absence, and maternity/paternity matters
  • Support the Head of HR Operations driving continuous improvement in the team and in service delivery.

International HR support

  • Serve as the primary HR contact for allocated country programmes, providing guidance on HR policies and practices.
  • Coordinate with local HR teams to ensure alignment of global HR strategies with local practices, ensuring legal compliance and cultural sensitivity.
  • Support the recruitment and onboarding process for international hires.
  • Manage expatriate assignments, including relocation, visa processes and mandatory trainings.
  • Collaborate with in-country leadership implement and monitor HR initiatives that support talent development, retention and organisational growth (GWG)

Global HR Compliance & Reporting

  • Ensure all HR activities comply with local and international labour laws and regulations
  • Monitor and report on key HR metrics, providing insights and recommendations to management
  • Work with the Global Head of Talent, Learning and Inclusion on the development and implementation of HR initiatives that promote diversity, equity and inclusion across all locations.
  • Manage allocated international HR projects

Skills & Qualifications:

  • Relevant qualification in Human Resources Management and CIPD qualified (or part-qualified)
  • Proven experience (min 5 years) in similar HR Generalist role.
  • Experience of working in an international NGO including and understanding of differences in HR practice in the international context.
  • Experience of working with international country offices and overseas employment laws
  • Experience in the operations of a HR Information System
  • Excellent knowledge of contemporary Human Resources practices and employment legislation.
  • Proven experience of working on complex employee relations matters
  • Have excellent administrative, organisational and numeric skills including competency in MS Office and IT systems.
  • Have excellent interpersonal skills with an ability to communicate clearly and confidently on HR matters to a range of stakeholders
  • Ability to maintain a high level of confidentiality in handling personal, sensitive information
  • Client centric with a high level of attention to detail.
  • Mange workload in a remote work arrangement. Able to maintain operational consistency with other team members and actively keep management informed.
  • Fluency in English language, other specific languages (French, Arabic, Spanish) is a plus.
