Project Overview and Role: Palladium International Ltd, provides the Foreign, Commonwealth and Development Office (FCDO) with humanitarian services and the UK Government’s Office for Conflict, Stabilisation and Mediation (OCSM) with stabilisation support.

HSOT works with FCDO to lead the UK Government’s response to humanitarian disasters in co-operation with the United Nations, NGOs, non-governmental and civil society organisations, International Financial Institutions and governments of disaster affected countries. The team is able to operate on a stand-alone basis, including off-platform deployments in contexts with no HMG presence, and may support the deployment of search and rescue teams and other specialist response capabilities. It maintains a stock of relief supplies which can be airlifted and distributed through partner organisations as required. The Team works closely with other UK Government Departments and the UK Military providing humanitarian advice and support as necessary. The Team works on a range of preparedness and resilience activities to promote more effective and efficient responses that incorporate FCDO humanitarian policy priorities and to improve the transition to post disaster relief and recovery.

Primary Duties and Responsibilities:

  • Provide humanitarian information management services to guide FCDO humanitarian response.
  • Develop and maintain an information management strategy, in consultation with the FCDO department or post concerned, including internal information flow
  • Identify and obtain the needed data and information elements required to produce analysis and information products
  • Create operational data management systems to enable effective analysis and monitoring including data quality control protocols and standards for validation and sharing of data
  • Provide information management support to humanitarian needs assessments, FCDO disaster impact assessments or capacity assessments of partners as required
  • Support in making methodological decisions about how to create data driven prioritisation and risk analysis
  • Support FCDO humanitarian staff to understand/interpret the results of key data collection and analysis
  • Produce visual information such as tables, graphs and other infographics in suitable format for reporting and illustration purpose
  • Provide input to draft submissions, information notes, briefings and reports
  • Support the promotion of data and information sharing within the humanitarian community
  • Maintain data and information-sharing relationships within the humanitarian community (e.g. UN, Red Cross/Crescent and NGOs) and with relevant governmental bodies.
  • In coordination with existing systems, provide information management training to FCDO country office and response staff as needed.

Required Qualifications:

  • Degree level education or relevant technical experience in a related field.
  • Proven experience of providing humanitarian information management support during rapid onset humanitarian crises
  • Proven and demonstrable knowledge and experience in statistics, data analysis and/or information management
  • Ability to use a logical and structured approach to collate, manage and synthesize both qualitative and quantitative information
  • Demonstrated understanding of different data collection methodologies
  • Excellent skills in visualisation of data and information
  • Advanced Excel skills are required and experience with analytical software packages and GIS software/Power BI is an asset
  • Excellent networking and representational skills at all levels, which may include Government, UN, RC Movement and NGOs
  • Exceptional organisational and prioritisation, and ability to deal with a varied, demanding, often conflicting and rapidly changing workload
