The Pacific Labour Facility (PLF) works with DFAT and DEWR to support the administration of the PALM scheme and facilitate opportunities for Australian employers to connect with workers from the Pacific and Timor Leste. The PLF is managed by Palladium and has been established as a trusted intermediary in supporting Australia-Pacific circular labour mobility.
The Labour Mobility Engagement Manager (LMEM), Samoa in consultation and partnership with the Labour and Employment Export Programme (LEEP) will be responsible for developing and implementing a program of assistance to the Government of Samoa through the Ministry of Commerce, Industry and Labour (MCIL), in meeting the government of Samoa’s labour mobility objectives.
The LMEM will work very closely with the Senior Management within LEEP to support strategic and long-term planning, policy and process improvements includ ing high level engagement with labour mobility stakeholders.
Primary Duties and Responsibilities:
Under the supervision of the Pacific & Timor-Leste Labour Mobility Manager, the Labour Mobility Engagement Manager, Samoa will undertake the following:
Strategy and Policy: consult with MCIL/LEEP to determine labour mobility objectives, priorities and assist with developing strategy, policy, and process improvement in line with the Government of Samoa’s Labour Mobility direction and priorities.
Planning: in line with the interest of the Government of Samoa, develop and implement a program of assistance to the MCIL, LEEP, and other in-country stakeholders to ensure productive engagement in the PALM scheme. The work will include working with the LEEP to develop and manage in-country planning, budgeting and undertake capacity assessment activities to meet LSU priorities and needs.
High level stakeholder engagement: work with LEEP to facilitate linkages and build strong stakeholder relationships between the LEEP, Ministries, bi-lateral programs, APTC and other education providers and community groups to harness synergies, and to encourage cross-learning and effective communication. This includes working with LEEP to build a strong labour mobility ecosystem between service providers (Constituency Offices, Immigration, Police, Health, etc) and set up formal mechanisms where appropriate.
PALM Alignment: Work with LEEP and DFAT post in supporting the roll out of PALM alignment and assist with change management within the LSU to ensure smooth transition under PALM.
Public advocacy and awareness: Support LEEP with marketing and awareness programs to inform the public, communities, workers, and key labour mobility stakeholders on the PALM program.
Provide support to MCIL/LEEP Senior Management in the day-to-day coordination of staff performance and offer leadership advice and guidance to improve staff performance and LEEP operations.
Support the Program Manager with reintegration initiatives by leveraging connections with other DFAT funded programs and in-country networks.
Work closely with the AEs, PLF, DEWR and DFAT teams in Australia and Pacific government agencies to support marketing activities to enhance awareness of Pacific workers amongst eligible employers.
Manage and provide direction to the PLF Program Manager, provide direction and guidance to other PLF positions within the Ministry and support with relevant activities if need be.
Promote inclusion across all aspects of labour sending activities, including equality, disability and child protection.
Ensure communication, cross-learning and sharing of tools across the Pacific Labour Facility team and LSUs.
The Labour Mobility Engagement Manager, Samoa will possess the following qualifications and experience:
Tertiary qualification in a relevant discipline with demonstrated experience in policy development and policy writing in the pacific, and experience working in a project management, and/or partnership brokering role.
A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results.
Demonstrated skill and experience at convening and facilitating productive interaction between diverse groups of people.
Experience working with programs in the Pacific with a strong understanding of gender equality concepts and issues.
Excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations across countries and time zones.
Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.
An understanding of current issues in relation to circular labour mobility, including related policy and regulatory frameworks, and the ability to translate these to implementation.
Experience in policy design and implementation, excellent written and communication skills, and delivery of training programs and/or facilitation
Demonstrated understanding of best practice human resources and recruitment practices.
Remuneration, Allowances and Support Costs:
This position is classified under the Aid Adviser Remuneration Framework (ARF) at C3 classification, and any allowances and support costs the Adviser may be eligible to receive will be in accordance with the ARF.
Candidates must have current unrestricted work rights or be eligible to apply for a valid visa for Samoa.
