The position is located in the Operations and Advocacy Division (OAD), in the Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This position-specific job opening is being published for the position of Local Security Associate in Kyiv, Ukraine (the duty station may be subject to change, as the operational situation in the country evolves). Under the overall supervision of the Head of Office (HoO), OCHA Ukraine, the incumbent reports to the Deputy Head of Office (DHoO).
Within limited delegated authority, the Local Security Associate will be responsible for the following duties:
I. Ensures effective and efficient collection, updates, and communication of information regarding the security situation in the country focusing on the achievement of the following:
• Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in operation.
• Assess the security situation at the duty stations and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the HoO or DHoO.
• Communicates security information to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the HoO or DHoO, as required.
• Maintains regular contacts with Security Focal Points of UN agencies.
• Provides technical assistance at Security Management Team (SMT) meetings, in the absence of the HoO or DHoO as required.
II. Ensures effective and efficient collection, updates, and communication of information regarding the security situation in the country focusing on the achievement of the following:
• Maintains the security plan and updates the staff list of OCHA Field Office.
• Supports actions during the implementation of the Security Plan as required.
III. Ensures effective and efficient functioning of OCHA Operations, focusing on achievement of the following results:
• Keeps abreast with the security situation in the area of responsibility and gives early warning in case something is wrong.
• Provides safe and secure relocation of OCHA personnel to the safe-haven in situations where security at the satellite locations is not sustainable.
• Provides security orientation to newly assigned staff members and security briefings as required.
• Provides support in organizing and conducting trainings on security awareness and preparedness.
• Conducts security surveys and provides advice on security measures for the residences of OCHA staff and OCHA offices.
• Supports HoO, DHoO, and other OCHA staff in conducting missions in the area of operations.
• Supports HoO and DHoO in conducting Security Assessments in the area of operations.
• Provides security briefings, assessments, tracking and support to OCHA National staffs’ mission.
• Supports OCHA national staff with protocol arrangements at the airport as necessary.
IV. Reports Security Incidents affecting OCHA Staff, Offices and Assets to OCHA Ukraine Management focusing on the achievement of the following results:
• Assists in the preparation of security reports including Security Incident Reports and Security Assessments as required.
• Reports security incidents affecting OCHA staff, offices, and assets.
• Ensures implementation of security procedures and protocols.
• Maintains regular contacts with Project Security Focal Points.
• Collects and disseminates information regarding security situation to all OCHA Staff as received from UNDSS.
V. Provides general administrative assistance to the HoO and DHoO focusing on the achievement of the following results:
• Maintains routine and confidential correspondence files/documents.
• Maintains a database on contact details in relation to host country security authorities.
• Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.
• Identifies Emergency Communications equipment needs and informs the relevant authority for action.
VI. Performs other security-related tasks assigned by HoO or DHoO including:
• Provides support in conducting security evaluations and provides advice on security measures for the residences (Residential Security Measures – RSM) of OCHA staff, as well as on latest trends and threats to staff safety and security.
• Establishes and maintains warden system and keeps update of information related to UN offices and residences.
• Administers the Pass and ID system.
• Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.
PROFESSIONALISM: Knowledge of Security policies, procedures and practices. Demonstrated sound judgment in applying technical expertise in applying Security policies, procedures and practices. Ability to identify issues and judgment in applying technical expertise to resolve a wide range of problems. Ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian situation in assigned country/area. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g., civil strife, natural disasters and human misery); ability to provide guidance to new/junior staff. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
PLANNING and ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
Secondary Education is required. University Degree or equivalent in Political Science, Military Studies, Security Management, Management, or a relevant field is desirable.
A minimum of seven (7) years of progressively responsible experience in all areas of security operations with the national police, military, UN Security or similar International Organization Security is required.
Relevant experience in the Security Management context within the UN Common System or other comparable international organization is desirable.
French and English are the working languages of the UN Secretariat. For this position advertised, fluency in English (both oral and written) is required. Fluency in Ukrainian and Russian is required.
The evaluation of qualified candidates may include an assessment exercise, which may be followed by competency-based interview.
This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds. The contract will be administered by United Nations Development Programme (UNDP) on behalf of OCHA.
Appointment against this post is on a local basis. Candidates for the National Professional Officer category shall be of the nationality of the country, where this position is located (limited to Ukrainian nationals).
Staff members are subject to the authority of the Secretary-general and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
