Functional Responsibilities

Sub-recipient (SR) and Implementing Partner Support

Ensures effective and efficient provision of Logistical support meeting client needs and in compliance the policies and procedures governing UNOPS procurement activities, the procurement and quality assurance policies of The Global Fund as well as the governmental Laws and Regulations linked with the importation and distribution of goods and pharmaceutical products in country covering:

  • Assist processes and services in shipment plans, transportation services and insurance, storage and delivery to clients.
  • Assist physical verification of inventory items ensuring stores and equipment are being well maintained, and that supplies are stored safely and securely.
  • Communicate with SR logistics team on shipment details and assist in related administrative matters.
  • Assist SR field implementation of in-country Logistics Management Information System (LMIS). Will require travel to states/regions/townships within Myanmar. And prepare necessary travel arrangements for the supply management team.
  • Assist in supply planning for SR.
  • Assist in stock analysis and in collection of supply chain data from SRs.
  • Prepares payment related documentation for certification purposes and assist in payment process.
  • Assist other Procurement and Supply Chain Management (PSM) related activities as assigned.

Team Management

  • Assist in management of Supply Chain Management/ Logistics team in ensuring full compliance with UNOPS rules, regulations, policies and knowledge of the work areas.
  • Assist in the engagement and provision of high quality results and services of the team through effective work planning, efficient coordination and performance management.
  • Perform other related duties as assigned.

Knowledge building and Knowledge Sharing

  • Assist the training and learning initiatives for sub recipient on Logistics related topics.

Education/Experience/Language requirements

a. Education

  • Completion of secondary school is required.
  • An undergraduate degree in Logistics and Supply Chain Management related field or Pharmaceutical Management related field or Economics or Business Administration or equivalent is desirable and may substitute some of the required years of experience.

b. Work Experience

  • Minimum of 4 years of relevant experience in logistics or supply chain management in national, international public or corporate and business organizations.
  • Knowledge of Good Storage and Distribution Practices established by the World Health Organization would be an asset.
  • Some experience in UN system organizations or INGO is desirable.
  • Proficiency in computers and office software packages (GSuite) and experience in handling web-based management systems is desirable.
  • Experience in use of Enterprise systems is desirable.
  • Knowledge on implementation and managing Logistics Management Information Systems (LMIS) is desirable.
  • Logistics/Inventory planning background would be an asset.
  • Knowledge of government rules and regulations on Import/Export/Customs Clearance will be an asset.
  • Understanding of Incoterms 2020 required.

c. Language

  • Intermediate level of English language and fluency of Myanmar language is required.
