HI is engaged in supporting the Ukrainian population affected by the war: since February 28, two teams left for Ukraine and the neighboring countries to analyze the context, the security, and the needs.
To date, HI continues the implementation of its program in two countries, Ukraine and Moldova, with more than 20 expatriates and more than 50 employees recruited on the spot.
More than any other, HI ensures that humanitarian actions are inclusive, allowing the most vulnerable populations (people with disabilities, elderly, sick, injured) to have access to the help they need. With a focus on physical rehabilitation, psychosocial support, shelter, access to food, water, and sanitation, explosive remnants of war risk education, and advocacy.
With its Atlas Logistics Unit, HI also ensures the delivery of humanitarian aid in hard-to-reach areas in the East for all NGOs in need thanks to its shared transport and storage activities. For more information, visit our website HERE
Primary responsibilities
Main missions:
The supply chain manager ensures the efficient management of the supply chain for the region/country under his/her responsibility.
He or she is the point person for the regional/country director and as such informs him or her of any problems that fall within his or her remit and suggests solutions.
He or she is a key player in the rollout and implementation of HI’s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the principle of professional development
For this purpose, you are responsible for:

Mission 1 : Manage a team
- Manage as a role model and as coacj for meaning
- Organize the operational management of the team
- Be an HR&Coach Manager : contribute to the development of his/her staff
- Mission 2: Define the Supply Chain section of the StratOp and directs its action plan
Drives supply chain strategy and operations through the active promotion of HI’s institutional policy and directives and the optimisation of our resources :

- STRATOP: contribute towards the drafting, revision and implementation of the StratOp within his/her field of activity and geographical area and in line with objectives;
– RISKS: produce and update the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures;
– INCIDENTS : contribute to and follows up on incident reports for his or her area of responsibility;
– INDICATORS : produce, compile and analyse the data in the logistics dashboard for his or her geographical area;
– REPRESENTATION: represent HI externally on supply chain issues concerning his or her geographical area (e.g. forums, operational and strategic alliances); develop the local partnerships necessary for his or her field of activity

Mission 3: Deploy HI’s standards and contributes to its expertise and accountability within his or her remit
- STANDARDS : ensure compliance with and application of HI standards for his or her entire professional field with
- regard to policy, processes and tools;
- LOCAL ADAPTATION: adapts and contextualise these standards to meet local conditions and regulations;
- INTERNAL CONTROL: supervise internal control in his or her fields of activity;
- ACCOUNTABILITY: guarantee compliance with and the application of internal rules and the rules of institutional donors in his or her fields of activity

- Mission 5 : Facilitate the logistics profession’s development on his/her program and contribute to its development across the organization
Facilitate the development of the supply chain profession in his / her geographical area and contribute towards the development of the profession across the organization
- Mission 6 : emergency preparedness and response responsibilities
Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganize the priorities of his/her team according to the humanitarian imperative, in order to insure HI’s quick and efficient response.
Profile
Education and experience
- Minimum 2 years of experience in INGO’s
- Logistics or humanitarian diploma is a plus
- Experiences:
- Minimum one experience in assessment and/or mission opening (can be at regional level: base opening)
- Minimum one experience in emergency context
- Experience with management of national team
Skills and abilities
- Capacity to manage work overload under pressure and in permanent insecurity context
- Excellent reactivity and flexibility
- Relational, negotiation and communication skills.
- Sufficient rigor and knowledge in logistics procedures of INGO funded by emergency donors to adapt quickly to context evolution.
- Any knowledge and additional skills in activities related to logistics (IT, electricity, mechanics, construction, telecommunication, security)
- Capacity to build adapted security rules and to adapt resources and equipment to security constraints
Personal qualities:
- Positive thinking and solution-oriented
- Ability to live in harsh conditions

- 12 months International contract starting from 13/02/2023
- The international contract provides social cover adapted to your situation:
- Unemployment insurance benefits for EU nationals
- Medical coverage with 50% of employee contribution; Repatriation insurance paid by HI
- Salary from 2450 € gross/month upon experience
- Perdiem: 527,02€ net/month – paid in the field;
- Hardship: 500 € net/month paid with your salary
- Paid leaves: 25 days per year;
- R&R: 5 days every 8 weeks => + possible transport/package support.
- Position: unaccompanied; Payment for travel costs (air ticket & visa)
- Housing: Collective took in charge by HI
- If you live in your home country: package local
