JOB DESCRIPTION As part of its Public Policy Practice, Altai Consulting seeks skilled candidates for a Project Manager position to be based in Tunis, Tunisia, with frequent trips to Brussels and possibly Africa and the Middle East.
The consultant’s role will be to work on a Team Europe Initiative migration-related project, collecting and analyzing data and presenting it in various formats (presentation, short notes and reports, tables).
The consultant may also be called to work on other projects, mostly dealing with M&E and TPM (third-party monitoring) or on research assignments on various development-related topics.
The tasks will include:
- Gather and track information and research and migration, particularly on the Central Mediterranean and Western Mediterranean / Atlantic routes;
- Work on evaluation and monitoring frameworks: definition of indicators and breakdowns, development of and monitoring of logframes, means of verification, triangulation of information, data management, data analysis;
- Liaise with various countries’ and institutions’ focal points to gather information on funding and development projects implemented along the above-mentioned routes;
- Participate in the development of a database and methodology for the analysis of information of widely different projects (various countries, donors, implementing partners) along the above-mentioned migration routes;
- Manage, maintain and update the above database;
- Analyze large quantities of information from varied sources;
- Present analysis in writing in reports or presentations in English and/or French;
- Prepare documentation and research additional topics when required by clients or the management of the company;
- Take minutes of meetings and help coordinate follow-up;
- Possibly travel to meetings and/or to gather further information in Brussels, Africa and elsewhere, as needed;
- Draft key elements for discussion and work on / help design intervention logics;
- Conduct field research, desk research, interviews;
- Management tasks: budget planning, team recruitment and management, set-up of processes, meeting with clients, reporting, time organization
Based in Tunis, the consultant will operate under the general supervision of a Director and, time allowing, may be called to split her/his time across several projects (with other possible supervisors).
MINIMUM REQUIREMENTS
Education
- Master-level university education in development, migration, economics, international relations, political sciences, or other relevant subjects (required)
Professional experience
- Professional experience on development-related topics, if possible related to migration, mobility and displacement (required)
- Professional experience in international development organizations, consulting, think tanks, INGOs;
- Familiarity with monitoring & evaluation, logframes, indicators, intervention logics.
- Familiarity with EU systems and processes a plus.
Analytical skills
- Excellent analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with particular attention to detail and accuracy (required);
- Ability to quickly synthesize orally a great deal of information;
- Knowledge of Excel (required).
Communications

Writing skills
- Excellent ability to write reports autonomously, in French and in English;
- Experience writing policy papers, assessments, and/or strategic recommendations that require deep analytical capacity (required);
- Oral skills: Ability to deliver formal oral presentations in French and English (required);
- Professional level of oral and written Arabic would be an asset.
Interpersonal skills (all required)
- Residing or willing to reside in Tunis; willing to travel to Brussels and African countries along the two routes mentioned above;
- Flexible, autonomous, self-motivated, able to manage multiple tasks efficiently; at ease in a small structure;
- Team player with a strong sense of initiative and the desire and ability to be part of an enthusiastic and dynamic team;
- Ability to cope with difficult situations (time pressure, demanding clients and interlocutors, logistics of travels);
- At ease in official settings (international conferences, formal presentations, etc.), experience with senior officials;
- Understanding and interest for development and humanitarian trends and issues in the area, especially with regards to migration and mobility.
ASSETS
- Fieldwork experience in African countries
- Experience on EU and/or migration programs
CONDITIONS
- Base monthly compensation dependent on qualifications and experience
- All costs covered during field trips
- Renewable annual contract, trial period of 3 months
Provisional timeframe: to start as soon as possible, if possible in October-November 2022.
