Job Tittle: Regional Research, Evidence and Learning Advisor – Ukraine and Regional Refugee Response – Home Based
ROLE PURPOSE:
The Regional Research, Evidence & Learning (REL) Advisor will use their technical expertise, contextual understanding and relationship building skills to provide a critical link between Save the Children’s country and regional level responses to Ukraine (currently structured as the Ukraine Conflict Response and the Regional Refugee Response), linking it with global and MEEE regional REL work.
The Regional REL Advisor will strengthen research, evidence and learning through SCI’s Ukraine responses, by supporting its generation, analysis, dissemination and application consistently and with high quality through evaluation, research, and learning activities that enable Save the Children to reach its national, regional and global objectives. The Advisor will provide technical support to the Ukraine crises response teams, and engage in movement-wide initiatives through participation in global governance groups and communities of practice.
This position may include travel to SC’s response programs in Ukraine and neighbouring countries
Location : Home based, able to work in CET time zone
KEY AREAS OF ACCOUNTABILITY:
Strategic Support
- Support the Ukraine Country Office and Regional Refugee Response Teams in their Strategy Planning process, ensuring that research, evidence, and learning create the foundation for strategy development processes and program design.
- Support programme design and proposal processes, by making sure appropriate evidence and learning is provided, as well as further research and evidence needs are budgeted and planned for.
- Develop and implement a regional Ukraine crises response Research, Evidence and Learning Agenda
- Link with SCI MEEE regional and global teams, supporting linkages with strategic initiatives and Humanitarian Technical Working Groups.
KEY AREAS OF ACCOUNTABILITY:
Strategic Support
- Support the Ukraine Country Office and Regional Refugee Response Teams in their Strategy Planning process, ensuring that research, evidence, and learning create the foundation for strategy development processes and program design.
- Support programme design and proposal processes, by making sure appropriate evidence and learning is provided, as well as further research and evidence needs are budgeted and planned for.
- Develop and implement a regional Ukraine crises response Research, Evidence and Learning Agenda
- Link with SCI MEEE regional and global teams, supporting linkages with strategic initiatives and Humanitarian Technical Working Groups.
Analysis and Use of Evidence in Decision Making
- Develop research and evidence products across the responses, contextualizing it to specific humanitarian context of Ukraine response and the Regional Refugee Response, including: TORs, tools, methodologies, reports, etc. Provide technical advice and guidance to country specific research & evidence products (for example, Ukraine, Poland, etc)
- Manage research implementation process as required, internally or externally through consultants.
- Strengthen evidence-based decision making in response countries and regionally.
Developing, Managing and Disseminating Learning Products
- Lead the development of learning products such as fact sheets, policy briefs, policy position papers, publications, etc. and, work with the Communications Team to identify attractive and child-friendly ways of packaging such products.
- Build repository/stock of these learning products and ensure dissemination.
- Promote an organizational culture for knowledge sharing and cross learning in the regional response.
- Develop and maintain knowledge management system for REL products and processes.
Regional Office Research and MEAL Uplift
- Support the development of systems, processes and response capability for quality Research, Evidence and Learning.
- Participate in talent development of country MEAL staff in research, evaluation, learning.
Resourcing Evaluation, Research and Learning
- Work across the responses to promote robust use of evidence and a strong learning culture isbuilt systemically into the design, approval, implementation and review of programmes.
- Provide a knowledge and learning management lens in reviewing and strengthening proposals.
- Making sure quality REL processes are adequately budgeted and resourced on project and response levels.
Networking and Partnerships
- Establish and maintain strong working relationship with other technical leads (thematic and cross functional), Save the Children Members and Academia to initiate, adapt or test new practices, approaches or methodologies with a view of improving outcomes for children and our ability to demonstrate and showcase that impact.
- Support the establishment and management of strategic partnerships with research and learning institutions in the region.
- General
- Ensure effective linkages with MEEE regional and global work and broader initiatives
- Contribute to regional team collaboration, meetings and planning processes, internal initiatives and reporting requirements
- Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, bullying and harassment, code of conduct, equal opportunities and other relevant policies and procedures
EXPERIENCE AND SKILLS
Essential
- Strong analytical skills, including working with research and evidence relevant to Save the Children’s agenda
- Proven ability to build strong collaborative networks and influence, externally and internally
- Experience in knowledge management and organisational learning in order to help drive improvements in evidence understanding and uptake
- Experience working for an international humanitarian or development agency.
- Experience in writing policy papers, research or evaluation reports
- Knowledge and demonstrated experience of designing and managing research and evaluations
- Demonstrated ability to think critically, strategically and analyse complex information and offer creative, practical and effective solutions
- Excellent written and verbal communications skills, and an ability to produce and disseminate research and evaluation outputs to a variety of audiences
- Excellent verbal and written communication skills with the ability to adapt communication style to different stakeholders
- High level of fluency in English, both verbal and written.
- Proficiency in relevant data collection and analysis software.
- Strong remote-working abilities.
Desirable
- Higher degree in relevant field
- Experience or knowledge of working and living in Ukraine or in neighbouring countries
- Language skills in Ukrainian or Russian
- Experience in analysing the situation of children using the child rights programming/ principles framework
- Experience working with academic institutions with a focus on development issues
- Experience working at a regional level
