The Reproductive Health Supplies Coalition (RHSC) is a global partnership of more than 500 public, private, and non-governmental organizations dedicated to ensuring that all people in low- and middle-income countries can choose, obtain, and use affordable, high-quality supplies and related services to ensure their better reproductive health. Our global Secretariat is staffed and managed by PATH.

The RHSC is currently recruiting a Senior Technical Officer (STO) to lead efforts to use effective advocacy to further the RHSC’s priorities under its funding framework for 2021-2025 and beyond. The STO will work across the RHSC and in collaboration with the communications team to identify reproductive health (RH) supply challenges and policy needs that could be addressed though advocacy conducted by the Secretariat and/or the Advocacy & Accountability Working Group (AAWG). Priorities include working with partners to continue to advocate for increased domestic resource mobilization and expenditure, for the inclusion of RH products in universal health coverage and health insurance schemes and for countries that need more attention from donors and the RH community. Additionally, they will support the New & Underutilized RH Technologies (NURHT) Caucus including the Safe Abortion Supplies and Menstrual Health Supplies workstreams.

Specific duties and responsibilities:

• Serve as a global leader in advocacy for RH supplies
• Ensure that the RHSC’s supplies-focused priorities are included on the RH community’s advocacy agenda
• In close collaboration with the communications team, work across departments to identify and lead organizational advocacy efforts
• Support and backstop the AAWG and the NURHT Caucus and their respective workstreams including strategic planning, organizing and facilitating regular meetings, maintaining member engagement, and uniting diverse partners around shared objectives
• Lead community efforts to increase domestic resource mobilization for RH supplies including managing the implementation of an AAWG initiative focused on the issue, which involves technical guidance and support to implementing partners in target countries
• Contribute to timely monitoring and dissemination of RHSC activities by providing relevant data to the M&E and Communications teams
• Encourage and assist AAWG and NURHT members to develop competitive proposals for the Innovation Fund
• Write reports, publications, concept notes, and proposals
• Play an active role in the organization and implementation of the RHSC’s annual meetings
• Other activities as required

Required Experience

• Master’s degree in public health, international development, or related field
• 10+ years of relevant work experience; or an equivalent combination of education and experience
• Intimate understanding of and experience with RH commodity security including with universal health coverage, health insurance schemes, and co-financing and match funding mechanisms
• An experienced networker with a proven track record of advocating and engaging with governments, civil society, and the private sector
• Proven ability to:
  • Coordinate multi-partner initiatives, manage sub-agreements, and provide technical assistance to partners
  • Develop ideas from concept to proposal development to implementation
  • Communicate technical information to non-technical audiences; and
  • Work independently and as part of a team
• Experience working in/living in low- and middle-income countries
• Demonstrable experience in finding creative approaches to solving problems
• Strong interpersonal skills and organizational skills
• Excellent English language skills, both written and spoken, and solid presentation skills
• Proficiency in French preferred; proficiency in Spanish a plus
• Willingness to travel approximately 15 percent of the time
• Must have legal authorization to work in the U.S.

We offer our employees a competitive salary and generous benefits. For candidates based in the U.S., the annual salary range for this position is $120,820-$208,828 the final salary is based on a variety of objective factors.

Hybrid work

PATH operates within a hybrid workplace model unless otherwise noted. Hybrid employees must reside within commuting distance to one of our PATH offices. PATH’s US offices are located in Seattle, WA and Washington, D.C.
