Proposal Objective:

SI is pursuing a five-month contract to evaluate four USAID/South Africa-funded projects. These evaluations will help Power Africa meet Agency requirements, make improved informed strategic and management decisions around program implementation, and advance Agency learning. The projects that will be evaluated are:

  • USAID East Africa Energy Program (EAEP)
  • USAID Nigeria Power Sector Program (NPSP)
  • USAID Power Africa Off-Grid Project (PAOP)
  • USAID West Africa Energy Program (WAEP)

Position Description: SI is seeking four consultants to serve as Team Leads, respectively leading each of the four evaluations. The Team Lead is responsible for the respective evaluation design, methods, deliverables, and provide oversight of other team members.

SI will conduct all four evaluations remotely and no travel to the programs’ place of performance is required.

The consultancies will be a set number of days over the five-month period of performance.

Responsibilities:

  • Manage and implement the evaluation throughout the performance period.
  • Responsible for the evaluation design, analyzing evaluation data, presentation of findings and recommendations, and writing the final report.
  • Oversee the coordination of activities, arrange periodic meetings, consolidate individual input from team members, and report regularly to the Power Africa MEL Team.
  • Guide data collection, analysis and reporting specific to each of the four USAID-funded projects.
  • Supervise and lead team members across evaluation tasks to ensure timely completion.

Qualifications:

  • Postgraduate qualification in Economics/Development Studies/Evaluation and/or Energy studies.
  • At least 10 years of senior-level work experience in Energy/Development programs in developing countries.
  • Extensive experience in conducting evaluations and assessments.
  • Excellent oral and written communication skills are required.
  • Experienced in leading evaluation teams and preparing high quality documents.
  • Fluent in oral and written English. Preference for proficiency in French for the Team Leader who will lead the WAEP project evaluation.
  • Experience in specific regions/countries in Africa associated with the respective project is an advantage.
  • Knowledge of USAID South Africa as a donor, their operational structure and evaluation strategy is highly preferred.
